About the Team and the Role: The Workforce Strategy team partners with leaders across HR, Finance, and the business to ensure eBay has the right workforce, in the right places, with the right skills, at the right cost—now and over the long term! Our mission is to build and sustain a comprehensive, coordinated workforce plan, aligning business strategy, financial planning, and talent decisions to help eBay strategically manage workforce investments and deliver on its business goals! This role sits at the intersection of strategy, analytics, and execution, leading high-impact initiatives across strategic workforce planning, organizational design, and workforce transformation. The Manager, Workforce Strategy works closely with cross-functional partners to translate insights into action, influence leadership decision-making, and embed workforce planning into core business rhythms. The role reports to the Director, Workforce Strategy and offers exposure to enterprise-level priorities within a high-trust team environment.

Requirements

  • Dedication to working the Hybrid Model with 3 days per week onsite at either our Salt Lake City, UT office or our Austin, TX office.
  • Deep experience in workforce strategy, enterprise planning, consulting, analytics, finance, HR, or a related field, with the ability to lead through ambiguity and complexity.
  • Sophisticated analytical and strategic thinking skills, translating complex data into clear, executive-level insights and recommendations.
  • Demonstrated success leading enterprise, cross-functional initiatives and influencing senior stakeholders without direct authority.
  • Executive presence with strong written and verbal communication skills, including the ability to frame issues, facilitate decisions, and drive alignment.
  • A strong track record of ownership, follow-through, and results delivery.
  • Ability to operate effectively in a hybrid, global environment across functions, locations, and time zones.

Responsibilities

  • Workforce Strategy Subject Matter Expertise
  • Provide strategic guidance on eBay’s workforce strategy and design, using principles around the right shape, size, skill, site, and spend.
  • Understand the current state of workforce strategy related practices and develop plans to mature and scale them.
  • Integrate workforce planning into business rhythms and company priorities—linking to org design, talent, and financial planning.
  • Translate principles into actionable roadmaps that drive long-term workforce efficiency and agility.
  • Project Leadership & Execution
  • Lead key workstreams within broader Workforce Strategy and AI workforce transformation initiatives.
  • Deliver structured, high-impact outputs (e.g., strategy decks, executive updates, project roadmaps).
  • Drive clarity, remove blockers, and ensure accountability for milestones and outcomes.
  • Provide strategic support to leadership and adapt plans in response to changing priorities.
  • Stakeholder Partnership & Cross-Functional Collaboration
  • Build positive relationships across HR, Finance, and Business Units to drive alignment and influence direction.
  • Navigate competing priorities while ensuring input is balanced with forward momentum.
  • Facilitate decision-making forums, working sessions, and executive alignment across functions.
  • Data-Driven Insights & Strategic Analysis
  • Track and analyze company-wide headcount planning efforts to identify trends, gaps, and opportunities.
  • Translate workforce and organizational data into clear, actionable insights for business decisions.
  • Support selection and rollout of technologies and tools to enable scalable workforce strategy.
  • Lead change management and communication efforts to drive adoption and impact.
