About The Position

Primary Duties and Responsibilities: The Manager, Workforce Partnership has operations management and leadership responsibility for the Workforce and Economic Development One Stop. This position is responsible for college-wide corporate relationship cultivation, while supporting overall COD workforce development. The Manager, Workforce Partnership will be chiefly responsible for managing the industry and partner relationships that support COD programs and services. While all industry clusters will be addressed, a focus on five key industry clusters of biomed/healthcare, IT, Business and Financial Services, Transportation and Logistics and Manufacturing by leading unit strategy and planning. Leadership duties to include the efficient and effective use of facilities and fiscal and human resource alignment to best connect industry to COD programs, faculty, staff and students. This position is primarily responsible for creating new industry relationships as well as maintaining current relationships. The Manager, Workforce Partnership will provide excellent customer service support, strategic planning, relationship cultivation, support of the College's Integrated Marketing and Communications Plan, contributing to market analysis and assuring programs and services meet current and future needs of those we serve. The Manager, Workforce Partnership works closely with daily operations of key business align and catalog services within Continuing Education, Career Services, Perkins, Advancement, full-time faculty and program Deans, Career Services, President's Office, etc. Manager, Workforce Partnership centralizes the College's workforce efforts, serving as a single entry point and contact for external partners. Map current workforce and economic development efforts/units at the College to inform better collaboration across campus and to improve access by external partners. Update map annually, to inform annual report and COD Workforce One Stop marketing materials. The Manager, Workforce Partnership must successfully predict future market needs for professional development/career training and positively contribute to COD's image and financial sustainability. Partner with employers to assess workforce needs, workforce program development and establish apprenticeship opportunities. Develop an annual Workforce One Stop budget and operating plan that includes activity, budget, enrollment, revenue and expense projections to ensure financial responsibility and growth. Direct staff and faculty in a high performance, rapid prototyping, cost efficient unit that maintains an outstanding quality of service to all stakeholders. Work with Program Managers, Deans, Directors and Managers to establish quarterly and annual revenue and enrollment targets and on an ongoing basis, monitor fiscal performance and annual action plan milestones for Business Solutions. Keep the Associate VP Workforce and Economic Development informed of One Stop activities, plans and outcomes. Conduct ongoing research of new programs and evaluation of existing Business Solutions programs and activities. Direct the Workforce One Stop Committee and lead regular meetings of key stakeholders. Lead Workforce One Stop Committee business efforts to communicate total economic development impact, as well as employer and employee success stories. Develop a model to assess business training gaps and to quantifying a firm’s ROI from COD training. Assist the Associate VP Workforce and Economic Development in creating the strategic directions for Continuing Education Division. Represent the Associate VP Workforce and Economic Development in meetings as directed by the Associate VP Workforce and Economic Development. Other related duties as assigned by the Associate VP Workforce and Economic Development.

Requirements

  • Bachelor's Degree or the equivalent combination of related education and workforce/partnership management experience required.
  • Minimum five (5) years successful experience in workforce development, higher education, human resources, operations management, sales management, or related field required.
  • Strong communication/negotiation skills (both verbal and written) required.
  • Demonstrable skills in managing projects or programs required.
  • Solid organizational skills including attention to detail and multitasking required.
  • Excellent relationship building and client-facing skills required.
  • Excellent written and verbal communication skills with the ability to effectively influence at all levels required.
  • Must be self-directed and work well independently as well as part of team required.
  • Experience working in a collaborative manner with diverse constituencies required.
  • Should possess a combination of hands-on tactical experience along with the ability to think and act strategically with demonstrated success in managing projects, programs or processes required.
  • An analytical mindset with great problem-solving abilities required.
  • Ability to make decisions in ambiguous situations, exercising good judgment based on information and analysis in an organized and professional manner required.

Nice To Haves

  • Master's Degree in Business, Marketing, Management or related field preferred.
  • Demonstrated experience in effectively promoting workforce development programs to the community preferred.
  • Three (3) years or more full-time administrative experience supervising adult education and/or education programs for adults preferred.
  • Bilingual (Spanish) preferred.
  • Knowledge of WIOA or ICCB preferred.
