About The Position

Performs highly advanced managerial work administering the daily operations and activities of an agency program. Work involves establishing goals and objectives; developing guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Computer Science, Management Information Systems, or a related field preferred. Each year of experience as described below in excess of the required eight years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Eight years full-time, wage-earning information technology experience to include five years enterprise systems management experience.
  • Five years full-time, wage-earning domain or cloud infrastructure or equivalent systems administration experience.
  • Four years full-time, wage-earning experience in the supervision of employees.
  • Knowledge of public administration and management principles and practices.
  • Knowledge of back-up, recovery, and security procedures for application and server systems.
  • Knowledge of hardware technologies and systems support to include administration, configuration, troubleshooting, performance tuning, security, and general maintenance of Microsoft, or other equivalent operating systems.
  • Knowledge of core internet and networking protocols, packet structure, load balancing processes and equipment, and troubleshooting.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer and applicable software.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.

Responsibilities

  • Manages Enterprise Services staff providing the mission-critical infrastructure support for the agency to include cloud, domain, and network services; prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
  • Oversees the planning and implementation of projects; establishes and oversees project goals and objectives; develops schedules, priorities, and standards to maximize benefits and minimize impact on agency resources; manages evaluation activities; and conducts programs focusing on continuous process improvement.
  • Monitors trends and current technological developments in systems administration technology; identifies and suggests upgrades and enhancements required of systems to maintain functionality and optimal performance; makes recommendations regarding potential acquisition of new technologies; and recommends improvements based on performance and trend data to ensure the development and implementation of quality standards.
  • Develops and evaluates budget requests, monitors budget expenditures, and requests adjustments as necessary.
  • Oversees special investigations, research studies, special projects, internal audits, and the implementation of special initiatives; monitors and analyses relevant state and federal legislation; and oversees the implementation of changes resulting from new legislation.
  • Monitors vendor performance to ensure compliance with terms of Service Level Agreements; troubleshoots and facilitates coordination with vendors and other organizations to diagnose and resolve issues; and represents the division at meetings, hearings, trials, conferences, and seminars and on boards, panels, and committees.
  • Supervises the work of others; provides technical guidance to program staff; and oversees staff development plans and activities.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
