About The Position

Procurement and Contracting Services is looking for a Manager V. Performs highly advanced (senior-level) managerial work providing direction and guidance to purchasing teams. Work involves establishing goals and objectives, guidelines, procedures, and policies and ensuring compliance with federal and state laws, rules, and regulations. Assists in managing procurement staff who coordinate the review of procurement documents, entry of contract records, funding requisitions, reviewing and uploading procurement files. Plans, assigns, and oversees the work of others. Trains others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures, and laws governing state purchasing. This position reports to the Deputy Associate Commissioner of Services and Construction in the Procurement and Contracting Services division. This position must come into the office at least three days per work week. Telework availability is subject to agency policy and procedure.

Requirements

  • Expert knowledge of state and federal laws and regulations governing state purchasing.
  • Expert knowledge of purchasing and procurement methods and procedures
  • Expert knowledge of state of Texas procurement principles and practices.
  • Skills in management principles and practices project management and prioritization; problem solving and conflict resolution computer software including, but not limited to Excel, Access, CAPPS Financials, SCOR, and other governmental financial or human resources applications.
  • Skill in working collaboratively with diverse groups.
  • Skill in identifying problems, evaluating alternatives, and implementing solutions.
  • Skill in the use of computer and applicable software.
  • Skill in attention to detail.
  • Ability to act in a sound, logical, proactive and appropriate manner based on well thought out analysis of situations or problems.
  • Ability to assign and/or oversee the work of others.

  • Three (3) or more years’ progressive experience in procurement is required.
  • A minimum of two (2) years of which must demonstrate progressive experience with procurement methods such as Request for Proposal (RFP), Request for Qualifications (RFQ) or Invitation for Bids (IFB).
  • One (1) year of supervisory or team lead experience is required.
  • Experience with the use of automated systems/databases is preferred.

Nice To Haves

  • Certified Texas Contract Developer (CTCD) - certification must be obtained within 6 months of hire. CTCD certification preferred.
  • Experience with Texas SmartBuy/Managed Term, TxMAS contracts or Group Purchasing Organization procurements preferred.
  • State of Texas agency experience is preferred.

Responsibilities

  • Manages the daily operations of purchasing teams for processing contract records within CAPPS Financials and obtaining goods and services using the most applicable and cost-effective purchasing methods based on laws, rules, policies and established guidelines.
  • Plans, assigns, and supervises the work of assigned purchasing staff to ensure that goods and services requested by HHS agencies are procured in a timely, efficient, effective, and ethical manner.
  • Assists in drafting competitive specifications for commodities and services.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals.
  • Provides direction and guidance and recommends effective strategies to resolve issues or trends related to procurement and contracting services.
  • Identifies purchasing related issues and works with purchasers, management, requesters, subject matter experts, other agency staff, and stakeholders to manage and resolve issues; responds to phone and e-mail inquiries from requesters and other staff regarding purchasing in a timely and customer service-oriented manner.
  • Analyze information to keep management informed.
  • Monitors the workload and makes recommendations for appropriate changes to improve service delivery methods and outputs.
  • Ensures compliance with the timelines associated with uploading specific procurement methods.
  • Provides written procedures to guide staff and creates performance standards for evaluation and reward of staff performance.
  • Assesses staff performance, resolves performance problems, and recognizes exceptional performance.
  • Oversees staff development plans, performance, and activities.
  • Develop and oversees performance measures to ensure procurements are processed in a timely, efficient, and effective manner and in accordance with state and federal laws.
  • Monitors team output to ensure timely completion of work and compliance with applicable laws, rules, policies, and established procedures.
  • Supports Heroes United in Business (VetHUB) outreach and participates in procurement-related events.
  • Performs other duties as assigned, such as participating in or providing support to meet the agency’s disaster response and recovery obligations or Business Continuity Plan activation.
