About The Position

Step into a high-impact role at the center of mission-critical aerospace and defense programs as a Subcontracts Program Manager within Collins Aerospace’s Mission Systems business. In this position, you will play a pivotal role in shaping and executing subcontract strategies that directly support advanced technologies relied upon by our customers and the warfighter. From early capture and proposal development through production and long-term sustainment, you’ll serve as a key business partner across Program Management, Engineering, and Supply Chain—ensuring suppliers deliver on cost, quality, schedule, and compliance in a highly regulated environment. This role offers the opportunity to take ownership of complex, high-value subcontract efforts and operate as a trusted advisor to internal stakeholders and supplier leadership. You’ll lead negotiations, manage risk, and drive performance across programs with significant subcontract content, applying your expertise in FAR/DFARS, acquisition strategy, and earned value principles to influence outcomes. Requirements

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Demonstrated experience managing subcontracts projects using Earned Value Management System (EVMS) methodology and Cost Account Management (CAM) activities
  • Prior experience applying acquisition policies and procedures, including the Truth in Negotiations Act (TINA), within a government contracting environment
  • Prior experience working with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

Nice To Haves

  • Experience identifying, assessing, and mitigating program and subcontract risk throughout the lifecycle
  • Experience working within the Collins Management System (CMS) or similar enterprise operating frameworks, including familiarity with product lifecycle value streams
  • Experience supporting U.S. Government subcontracting efforts within a regulated aerospace and defense environment
  • Demonstrated experience partnering with Program Management teams to support execution of complex development or production programs
  • Prior experience in Supply Chain, Subcontracts, or Procurement functions, with exposure to supplier performance management and subcontract execution

Responsibilities

  • Lead subcontract planning, proposal review, supplier evaluations, and overall subcontract strategy development
  • Provide business guidance to internal teams by offering market insight and supply chain support
  • Lead supplier negotiations and partner with the Supply Chain Contract Manager to prepare and negotiate contractual documents
  • Manage proposal preparation and oversee the execution and performance of complex subcontracts
  • Monitor subcontract performance, manage Cost Account Manager duties, and provide regular updates to internal stakeholders and senior leadership
  • Oversee subcontract products and services, including obsolete parts, production needs, on time delivery, and future product or service roadmaps
  • Conduct supplier visits and maintain strong working relationships with supplier leadership and L4 program management
  • Represent the company on matters involving legal requirements, customer specifications, and government regulations
  • Provide direction for subcontract activities and oversee work performed by Subcontract Administrators, Buyers, and Supply Chain Contract Managers
  • Lead internal department cadence reviews and internal customer cadence reviews
  • Manage program cost, schedule, and risk and support the execution of programs with significant subcontract content and total values above fifty million dollars
  • Develop and execute subcontract plans, identify qualified suppliers, prepare the Supplier Statement of Work, and develop new supply sources as needed
  • Support programs with moderate to high risk and complexity while working independently and applying sound judgment in subcontract and compliance activities
