About The Position

This position performs general executive level managerial / administrative duties across the Department’s Safety, Training, and Systems Reliability Division Administrative operating groups. The role involves overseeing the implementation of workplace safety and loss initiatives, as well as the development and delivery of technical and professional development training programs. It also encompasses all administrative support functions for the Systems Reliability Division and coordination of established employee engagement initiatives. Additionally, this position serves as Logistics Chief in WRD’s emergency response Incident Command Structure (ICS). The ideal candidate for this position is an experienced and multi-faceted professional with a strong background in adult learning, organizational development, industrial safety, and emergency response protocols. They should be skilled in instructional design, development, and delivery of organizational training programs for adult learners, highly proficient in developing curriculum and training materials, and capable of translating complex information into clear, accessible instruction to engage audiences from frontline employees to senior leadership. The ideal candidate must be highly organized and detail-oriented, able to prioritize and manage multiple projects, and demonstrate exceptional presentation and facilitation skills to support operational and professional development goals. Strong written communication skills are essential for creating documentation, training resources, and employee-related messaging. Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, is required. The ideal candidate should also have supervisory experience, experience managing budgets and operational performance, supporting procurement or coordination of program-related commodities, and maintaining strong organizational and administrative practices. The ability to work independently and collaboratively with leadership and staff to meet organizational goals is also key.

Requirements

  • A four-year bachelor's degree from an accredited college or university, focused on business, organizational communication, or related disciplines
  • 5 years of experience in occupational safety/risk management, learning and development, instructional design, or a related field including at least 2 years in a supervisory role
  • An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below.
  • Must possess a valid Florida Driver's License
  • Knowledge of Water Resources operations, and applicable County policies, procedures, and guidelines
  • Strong working knowledge of County procurement processes and guidelines
  • Skill in the application of management / supervisory techniques
  • Skill in motivating subordinates to perform well
  • Ability to work collaboratively and effectively with others
  • Ability to communicate effectively, both orally and in writing
  • Ability to plan, organize, and supervise the work of others
  • Knowledge of Federal, State, and Local employee safety regulations.

Responsibilities

  • Direct and supervise staff and functions, including the development, monitoring, and reporting of performance objectives for group activities, implementing performance management practices, determining staffing levels, preparing personnel evaluations and related documents.
  • Manage departmental safety program, to include workplace safety and loss prevention initiatives. This includes but is not limited to reportable at-fault accidents and/or injuries in the workplace, site inspections, annual Tier 2 reporting and fire extinguisher inspection, relevant safety training, and workplace safety initiatives.
  • Oversee implementation of workplace training initiatives to include technical, professional development, career progression, leadership, and CEU accredited training offerings.
  • Oversee personnel support, departmental training, change management, and administrative processes in support of department personnel, their professional development and the enhancement of efficient operations.
  • Oversee administrative staff for Systems Reliability division, ensuring efficient and accurate processing of administrative support tasks for SRD personnel, including procurement, payroll, and recruiting/onboarding needs.
  • Establish level of service for assigned units, review management of budget by staff, direct preparation of annual budget for Safety, Training, and SRD Administrative teams.
  • Assign subordinate responsibilities and establish guidelines for personnel training, evaluation, scheduling, discipline, and daily operations.
  • Acts as department liaison on the County’s United Way Planning Committee and oversees employee engagement initiatives including, but not limited to, quarterly distribution of The Watering Hole newsletter, managing the departmental Employee Suggestion Box program, PUD-ENGAGE email correspondence, SRD Employee Recognition Program, and SRD Milestone Anniversary Recognition Program.
  • Coordinates WRD’s annual fundraising barbecue event managing 200+ volunteers, collaborating with leadership and facilities on site safety and operations, overseeing ticketing, revenue, expenses, and vendor payments, organizing activities (games, bake sale, car show), and event-day traffic management.
