About The Position

The Manager of CNS Records Management will lead a team of professionals in the performance of records analysis, records systems administration, and functional leadership; training development/delivery; program surveillance/ assessments; records management policies and procedures; maintenance and management of NARA compliant storage facilities; records preservation and lifecycle management; records digitization processes; records operation services; regulatory requirement implementation; requirements flow down, impact evaluations, and implementation plans; and audits and assessments; etc.

Requirements

  • Bachelor's degree in business/information management/library sciences discipline: Minimum 7 years of relevant experience.
  • Fifteen or more years of education and/or relevant experience may be considered to satisfy educational and years of experience requirements for this posting.
  • Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
  • U.S. citizenship is a requirement for security clearance applicants.

Nice To Haves

  • Five or more years of experience in records processing/management, database development, and current business systems used by CNS

Responsibilities

  • Establish strategic direction; serve as the subject matter expert and point of contact for functional requirements and activities
  • Provide technical interpretation, direction, and coordination of program requirements and processes; financial planning
  • Manage staff development, compensation, and performance
  • Establish and ensure compliance with functional area related to safety and security expectations
  • Ensure work processes are compliant with laws, directives and orders, CNS policies, programs, procedures, and other regulatory documents
  • Ensure customer support functions are provided effectively to CNS, YFO, and UPF in support of mission deliverables
  • Produce presentations and conduct briefings in functional related area within internal/external venues concerning operations, capabilities, and technologies
  • Ensure company awareness and engagement of electronic records management to support interoperability, timely and effective access and management of records, and enhanced customer service
  • Integrate electronic records management concepts and practices with comprehensive information management policies, processes, and objectives to ensure the integrity of electronic records and information
  • Establish goals and expectations, and prioritize and integrate work processes within the organization
  • Develop and review budgets, proposals, cost estimates, and related documents; monitor spending
  • Lead innovative thinking and effects, and review/approve process changes to promote efficiencies and cost savings
  • Identify functional area vulnerabilities, solve problems, advise management, and implement change initiatives
  • Integrate multi-site activities with staff, support organizations, and customers as applicable
  • Communicate goals, expectations, and priorities; monitor progress; and provide feedback as a means of ensuring continuous improvement
  • Promote an environment of cooperation and cohesiveness among multifunctional groups and organizations
  • Review/approve implementation plans, processes, and procedures to ensure adherence to functional area policies, procedures, programs, and regulatory requirements
  • Handle personnel matters associated with direct reports to include interviews, hires or hiring recommendations, performance, compensation, employee rewards, staff development, employee complaints and resolution, disciplinary actions, and training development, etc.
  • Serve as a member of and/or ensure company representation on DOE, NNSA, and other special records management related teams and committees responsible for promulgating records related policies, procedures, directives, and scheduling
  • Provide subcontractor technical oversight and budget management for leased records storage facility. Manage concurrent, multiple projects in a dynamic environment.
  • Achieve consensus through negotiation and conflict management techniques
  • Serve as the records management expert on the Joint Working Group (JOWOG)
