About The Position

The Manager of Rail Operations is responsible for managing light rail transportation personnel and operations. They provide recognition, supervision, standard operating procedures, hiring, training and certifications for light rail operators and other rail staff. They work to investigate safety violations. They lead continuous improvement efforts related to light rail operations. This position manages daily activities for all light rail transportation service to ensure safe, secure and reliable service. This position requires a minimum of four (4) days in-person. Perform related duties as required. Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers' experiences and of TriMet's product and service offerings. Requirements

  • A minimum of a high school diploma or GED is required.
  • Six (6) years of total credited experience.
  • Five (5) years of progressively responsible role in transportation, transit operations, and/or rail operations including managing union employees in a twenty-four hour, seven day a week operation are required.
  • Two (2) years of lead or project management or staff management are required.
  • Possession of current/valid Class "C" license issued by Oregon or Washington; ability to pass a driving record check meeting TriMet driving record standards is required.
  • Or any equivalent combination of experience and training.

Nice To Haves

  • A Bachelor's Degree in Public Administration, Transportation/Logistics, Transportation/Urban Planning, Business Administration, Human Resources, Labor Relations is preferred.

Responsibilities

  • Supervise staff performance and oversee workforce planning to ensure goals and objectives are achieved within budgetary constraints. Responsible for performance management of employee and labor relations issues, including training and development, corrective actions, work improvement plans, disciplinary action, investigations, hearings, and counseling sessions.
  • Manage the overall operation of light rail service. Maintain accountability for employee safety performance and rail rule compliance. Determine outcome of rule violations and training referrals. Respond to unexpected incidents and provide support for rail operators and other staff.
  • Responsible for the development, implementation, communication and monitoring of Rail Transportation budget, policies, plans, rules, procedures, instructions, and business processes in support of the agency's goals. Oversee the annual review of budget, plans, rules, procedures, and instructions to ensure compliance with all applicable, federal, state, local, regulations and TriMet policies.
  • Partner with internal stakeholders to develop and implement operational plans for rail construction projects, civil and tactical emergencies, and other situations affecting rail operations. Coordinate with police, fire, city and other stakeholders as needed. Supervise and provide direction to staff during the investigation of accidents and/or emergency events to minimize recurrence. Prepare written briefs, incident reports, correspondence, procedures, and instructions.
  • Supervise the analysis of rail operations and monitor system performance to identify and resolve problems while ensuring efficiency and cost-effectiveness. Interact with various departments and outside agencies to deliver safe and dependable service. Facilitate and participate in meetings and process improvement teams as required.
  • Oversee rail service for seasonal and special events including the development of staffing and equipment requirements based on statistical analysis. Manage emergency events, inclement weather events, special events, and service disruptions. Serve as an Incident Commander when required.
