An excellent opportunity exists within the estimating organization for a Principal Proposal Analyst. This position will support the Advanced Technology (AT) Proprietary Product Line estimating team as a lead estimator for proposal. This includes many of the company’s most critical research and development proposals. The chosen candidate will be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, the estimating organization supports gate reviews, Government audits and negotiations with the customer. This role requires a high degree of independence, the ability to obtain program specific clearance(s), and perform work on-site at Raytheon facilities. Please note, the preparation, review, and approval of cost artifacts detailed below must conform to strict internal and external operational security standards.

Requirements

  • Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years experience
  • Experience with proposal development, price buildup, and/or estimating and pricing processes
  • Experience with MS Office
  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals

  • Advanced knowledge of Federal Acquisition Regulations (FAR), Part 15, Cost Accounting Standards (CAS), and Raytheon Cost Estimating Manual.

Responsibilities

  • Be independently responsible for the development, analysis and completion of varying proposals types including the most significant proposals in terms of complexity and company importance.
  • Lead/contribute to the development of pricing strategies (this includes understanding customer care-about(s), potential future work, affordability initiatives, program financial objectives, risks, and opportunities)
  • Work with other functions from across the company to understand and evaluate the labor, material and other direct costs associated with proposed contracts and the associated program
  • Utilize company estimating and pricing programs and tools
  • Develop detailed Request for Estimates which are used to kick off proposals
  • Lead the development of Basis of Estimates to include tracking progress, validating and analyzing actuals, ensuring consistency across the program, and confirming the estimating approach is sound
  • Prepare and present Gate 4 charts for program / company leadership review of proposal information
  • Ensure full FAR compliance on all proposals. The position is capable of providing compliance guidance on complex situations
  • Assess, develop and implement solutions leading to a thorough proposal submittal
  • Interface and coordinate with all levels of management within the program (this includes ensuring alignment on priorities, strategies, expectations, and status)
  • Perform detailed and complex analysis of inputs to ensure soundness in our estimates
  • Assist in training and supporting other estimators (FAR requirements, proposal process, etc.)
  • Effective planning and scheduling skills that lead to the completion of proposal efforts in accordance to customer and company requirements
