Northrop Grumman, Mission Systems (NGMS) is looking for a Manager, Programs Level 1, to support our growing portfolio of classified programs within the Cyber & Information Solutions Business Unit which falls under the Navigation Intelligence & Connectivity Division. This position will be onsite in Annapolis Junction, MD.

Requirements

  • A Bachelor's degree and a minimum of 5 years of relevant experience leading program teams and developing programs and deliverables; OR a Master's degree and 3 or more years of relevant experience leading program teams and developing programs and deliverables.
  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account management.
  • Experience in Project Management.
  • US Citizenship.
  • A current/active TS/SCI with Polygraph required to start.

Nice To Haves

  • Advanced (Master's or PhD) STEM degree.
  • 3 years of related experience leading program teams to develop program and deliverables based on changing requirements and needs of customer and contract.
  • Experience with Confluence and Jira.
  • EVM and CAM certified.

Responsibilities

  • Directs all phases of programs from inception through completion.
  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
  • Participates in the negotiation of contract and contract changes.
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
  • Develop new business or expand the product line with the customer.
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions.
  • Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
  • Ensures delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements.
  • Works closely with various departments to drive program success.
  • Cultivates customer relationships and intimacy to develop further opportunities within the customer community.
  • Refines program organization that effectively addresses customer requirements.
  • Measures and reports program performance.
  • Participates in internal Program Management Reviews, Headcount Reviews, Financial Forecast reviews, and monthly financial submittals.
  • Identifies, allocates and manages program resources, including workforce planning.
  • Prepares charts and briefings on status/progress and processes; delivers presentations to customers, executive management and other program stakeholders.
  • Manages suppliers to meet program objectives.
  • Ensures adherence to all internal processes, policies, and applicable industry standards.
  • Conducts thorough risk & opportunity management practices including identification, mitigation and realization.
