Northrop Grumman Mission Systems (NGMS) sector is looking for an onsite Manager, Programs Level 1 to support the Tactical Fighters Development Operating Unit in Baltimore, MD. The Tactical Fighters Development OU is one of the largest OUs in the AMS Division and has a unique range of cutting-edge technology programs spanning development to production, while operating in a challenging and fast-paced environment to bring needed capability to the Warfighter.

Requirements

  • Bachelor’s Degree and 5+ years, master’s degree, and 3+ years, or a PhD and 0+ years of relevant experience supporting U.S. Government contracts and customers and/or project management in other industries.
  • Experience supporting the performance of tasks on schedule, at cost and achieving all requirements as either project technical lead, integrated program team or cost account manager.
  • Must possess strong organization and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.
  • Ability to travel domestically as required.
  • U.S. citizenship with an active U.S. DoD Secret Clearance and the ability to qualify for access to Special Access Programs (SAPs) with the ability to work on-site in classified areas.

Nice To Haves

  • Active U.S. DoD Top Secret clearance and the ability to qualify for access to Special Access Programs (SAPs).
  • Demonstrated success leading teams/and or organizations to achieve a common goal.
  • Prior experience supporting sensor system, technology, development or production programs, operations management, knowledge of RF system products, capabilities and enabling technologies.
  • Project management experience in engineering, finance, logistics, operations, or supply chain/subcontracts management.
  • Bachelor’s degree in engineering or master's degree in business administration (MBA) with three years’ experience supporting Department of Defense (DoD) and/or Government contracts.
  • Prior experience with Earned Value Management (EVM) and MS Project.
  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).

Responsibilities

  • Delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.
  • Lead thorough risk & opportunity management practices including identification, mitigation, and realization.
  • Maintain risk and opportunity management plan.
  • Effectively implement risk response plans and mitigation strategies in collaboration with CAMs.
  • Develop Operating Unit level portfolio view of R&O; Brief monthly to customer.
  • Manage key affordability projects to drive efficiencies in supply base, manufacturing, and test & integration.
  • Deliver presentations to customers, executive management, and other program stakeholders.
  • Manage suppliers and manufacturing to meet program readiness objectives.
  • Support production program organization as a Deputy Program Manager.
  • Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.
  • Support measuring and reporting program or NCTA (Non-Contract Technical Activity) performance.
  • Identify, allocate and manage program resources, including workforce planning.
  • Adherence to all internal processes, policies, and applicable industry standards.
