Northrop Grumman’s Mission Systems (NGMS) sector is looking for a Manager Programs 1, to support the SIGINT Technology Center (STC) onsite in Chantilly, VA. The STC is where technology and teamwork come together to meet the unique needs of the Intelligence Community and Department of Defense. The STC is comprised of multiple mission-focused programs with projects ranging from Unmanned Aerial Vehicle (UAV) SIGINT payload and data link development to OCONUS/CONUS mission/maintenance support. STC tasks include system design, engineering development, system integration, hands-on build and test, field operations and maintenance, training, and production.

Requirements

  • A Bachelor’s Degree in a related STEM field (e.g., Systems Engineering, Electrical or Software Engineering) and a minimum of 5 years of relevant work experience supporting U.S. Government contracts and customers, or program management; OR a Master’s Degree in a related STEM field and field (e.g., Systems Engineering, Electrical or Software Engineering) and 3 or more years of relevant work experience supporting U.S. Government contracts and customers, or program management
  • Experience leading the performance of contracts valued at over $5M annually, with a track record of meeting or exceeding cost, schedule, and technical performance goals
  • Direct experience supporting in the DoD or Intelligence Community (IC) programs, contracts, or customers
  • Demonstrated experience with Earned Value Management (EVM) or equivalent cost and schedule control methodologies, including industry standard tools such as MS Project
  • Demonstrated ability to analyze performance data, define workflows and metrics to aid in program control and process improvement
  • Current/active Top Secret/SCI clearance required to start

Nice To Haves

  • Current PMP Certification
  • Experience in the Communications/Aerospace market with particular emphasis on managing SIGINT/EW systems development, production and/or Operations & Maintenance contracts
  • Experience in OCONUS Operations
  • Demonstrated ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives
  • Proposal Management experience with the ability to oversee and facilitate the proposal process
  • Ability to identify, select and manage subcontract and supply chain elements of program management

Responsibilities

  • The delivery of all technical and contractual requirements on schedule and under cost
  • Leading a cross-functional organization aligned to Division and Business Unit goals
  • Creating value through customer intimacy and development and execution of growth strategies
  • Partner with the Lead Program Manager to establish and lead an organization that effectively addresses customer needs and incorporates internal and external partners
  • Oversight of program budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Ensure program team understands and adheres to contract scope, and manages change through disciplined process
  • Conduct thorough risk & opportunity oversight including identification and mitigation
  • Cultivate customer relationships to support program execution and to develop further growth opportunities
  • Support development and execution of long term strategic plans, capture planning, and development of proposals to drive department awards and sales growth
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Coordinating program deliverables, invoice reviews and approvals, spend plan updates, staffing and resource needs, subcontract and procurement engagements, and data required for regular reviews in accordance with external program and internal organizational cadences
