The Manager for Special Programs will assist the Sr. Manager for Air Dominance Sub-Strategic Business Unit (SSBU) and the Global Security Services (GSS) Center of Excellence (CoE) leadership in ensuring compliance with National Security and contractual obligations for Special Programs, as outlined in 32 CFR – Part 117, DoDM 5205.07, JSIG, ICD-705, and other requirements provided by the U.S. Government. The chosen individual will be responsible for overseeing assigned programs, directly managing security professionals at all levels of individual contributors, and serving as the primary point of contact for all security-related tasks and matters within their assigned program(s).

Requirements

  • Typically requires bachelor’s degree and a minimum of 8 years of prior relevant experience in industrial security, or an advanced degree and 5 years related experience.
  • Experience in Special Program operations is required.
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • DoD Clearance: Secret
  • Security Clearance Status: Active and existing security clearance required on day 1

Nice To Haves

  • Prior experience managing large DoD Program Security organizations.
  • Previous experience managing or supervising personnel.
  • Experience with Microsoft Products, JADE, and DISS.
  • Related training with Defense Security Service, Center for Development of Security Excellence or equivalent security certification programs.

Responsibilities

  • Strategic Oversight of Security Requirements: Provide strategic oversight and ensure effective implementation of contractual security requirements for assigned classified programs, ensuring compliance with U.S. Government and RTX policies while driving operational excellence.
  • Leadership and Development of Security Team: Lead and manage a high-performing team of security professionals by setting strategic goals, providing mentorship, delivering advanced training, and conducting thorough performance evaluations to foster professional growth and team success.
  • Cross-Contractual Security Collaboration: Serve as a senior security representative, supporting the broader Air Dominance SSBU security team by managing cross-contractual security requirements and driving alignment across contracts/programs to meet strategic objectives.
  • Cross-Functional Alignment: Partner with personnel across functional organizations to ensure security strategies are integrated with business objectives, while maintaining full compliance with applicable U.S. Government regulations and RTX directives.
  • Policy Development and Operational Excellence: Oversee the development and implementation of local Standard Operating Procedures (SOPs), Job Operating Instructions, and additional processes as necessary to uphold the highest standards of compliance and operational efficiency.
  • JSIG Compliance Leadership: Collaborate with and provide guidance to the ISSO/ISSM on the implementation of JSIG requirements, including the development of approved sanitization procedures for hardware and test equipment, ensuring alignment with program needs.
  • Secure Facility Management: Oversee the inspection, preparation for accreditation, and ongoing maintenance of secure facilities in strict compliance with ICD-705 standards, ensuring readiness for audits and operational integrity.
  • Proposal Development Support: Partner with the Senior Manager to develop comprehensive and accurate Basis of Estimates (BOEs) for proposals, driving business growth and supporting strategic initiatives.
  • Representation and Engagement: Serve as a senior representative for security requirements, traveling as needed to fulfill contractual obligations and support RTX business objectives, while maintaining a high standard of professionalism and expertise.
