The Risk and Opportunity Manager is responsible for identifying, assessing, mitigating, and monitoring program risks across shipbuilding programs and operations. The position will lead the establishment of the Program Risk and Opportunity Management Center of Excellence. The position ensures programs maintain an integrated program risk and opportunity register and that proactive program risk management practices are embedded throughout the design, construction, testing, and delivery lifecycle of naval and marine vessels. The role works collaboratively with program management, planning, engineering, production, supply chain, and finance to maintain project performance, cost, and schedule integrity.

  • Develop and deploy enterprise-wide program risk and opportunity processes, procedures, work instructions, templates and training.
  • Develop and implement comprehensive program risk management plans for programs, projects and departmental operations.
  • Facilitate program risk identification workshops and assist programs in maintaining robust risk and opportunity registers.
  • Conduct qualitative and quantitative program risk assessments, including Monte Carlo simulations.
  • Track program risk mitigation and opportunity harvesting actions and ensure timely implementation across programs and departments.
  • Integrate program risk data into program EAC (Estimate at Completion), scheduling, and financial forecasting.
  • Prepare and present program risk reports to senior leadership, government stakeholders, and customers.
  • Support contract compliance, Earned Value Management (EVM), and Defense Acquisition Program risk standards.
  • Collaborate with Safety, Quality, Engineering, and Operations teams to manage technical and operational risks.
  • Lead root cause analyses for realized program risks and lessons learned capture for continuous improvement.
  • Ensure program risks related to supplier performance, regulatory compliance, and emerging technologies are proactively addressed.
  • Establish governance for the Program Risk and Opportunity Management Board (ROMB) and Program Risk and Opportunity Working Group (ROWG) activities in support of programs.
  • Mentor, train and educate others regarding the principles of Program Risk and Opportunity Management, and company procedures.
  • Perform non-advocate reviews to ensure compliance with policy and procedures and recommend corrective and preventive actions.
  • Bachelor's degree in Engineering, Business, Project Management, or a related field.
  • 10+ years of experience in shipbuilding and/or ship repair of large commercial and/or military vessels, or within a large company supporting major DoD or government contracts.
  • Strong knowledge of project risk management tools and techniques (e.g., @RISK, Active Risk Manager (ARM), Primavera Risk Analysis).
  • Familiarity with shipbuilding processes, systems integration, and naval requirements.
  • Experience with DoD, Navy, or other government contracting programs.
  • Excellent communication, facilitation, and analytical skills.
  • Thorough technical knowledge and understanding of the shipbuilding industry.
  • Demonstrated success leading teams and/or organizations.
  • Proven experience in risk management of large complex programs.
  • Working knowledge of EVMS and ANSI/EIA-748 standards.
  • Demonstrated proficiency in MS Office products (Word, Excel, PowerPoint, etc.).
  • Self-motivated to learn and succeed.
  • Ability to work in a high paced team-oriented environment.
  • Ability to effectively work across multiple organizations within the company.
  • Demonstrated project and time management skills.
  • Excellent communications with executive level briefing skills.
  • Strong sense of ownership.
  • PMP, PMI-RMP, or equivalent risk management certification.
