About The Position

This position is responsible for providing direct management and leadership to staff that conducts FERC/NERC compliant transmission planning activities for reliable operation of the Carolinas transmission system. This position is responsible for coordinating with transmission operations, transmission planning, distribution, power generation, nuclear generation, resource planning, FERC Legal, State Regulatory, and peer Grid Strategy and Advancement business units. The incumbent will need to communicate to regulators, senior leadership and large stakeholder groups the technical aspects and cost impacts associated with transmission planning projects for meeting new load growth as well as integrating new generation. The incumbent also may represent the company and coordinate with neighboring utilities, SERC, NERC, Local and Regional Transmission Planning groups on an ongoing basis, as applicable.

Requirements

  • Bachelors degree in Engineering
  • In addition to required degree, five (5) or more years related work experience

  • Experience pertinent to jurisdictional Transmission Planning, Generator Interconnection processes, and associated FERC Orders and NERC Standard requirements
  • Must be able to analyze and interpret data, resolve problems rapidly, and synthesize a variety of information from numerous sources to resolve problems.
  • Must be able to collaborate with external organizations and across multiple internal departments.
  • Extensive transmission planning experience associated with application of related FERC Orders and NERC Standard requirements
  • Prior Supervisory and/or Management experience
  • Demonstrated effective communication skills with the ability to relate to variety of individuals including state regulators and large stakeholder groups
  • Demonstrated effective conflict management skills
  • Demonstrated champion for working safely in an injury free culture.

  • Demonstrated work experience related to transmission or bulk power system operations
  • Knowledge of FERC Open Access Transmission Tariff requirements
  • Proficient in engineering theories and principles
  • Experience in the utility industry

Responsibilities

  • Coach, lead, develop and supervise employees engaged in the development of Transmission Planning work activities, such as model building, facility ratings, power flow studies - transfer and affected system studies, voltage and load studies, distribution planning liaisons, tools and other support functions.
  • Provide communications, direction, and broad leadership to staff on changes to regulatory requirements, major business processes, applicable software application changes, policy and procedure changes.
  • Collaborate with peer planning managers and technical advisory leads across the Carolinas to promote effective coordination among all teams involved in planning efforts for preventing siloed planning and ensuring that all teams’ contributions are integrated into a cohesive strategy and project plans.
  • Interact with other departments, management, regulators, and peers at other companies to promote company initiatives and to gain understanding of new requirements.
  • Work closely with the leaders in other departments to provide planning input into efforts such as proposed new ERO standards and revisions, FERC notice of proposed rulemakings and other regulatory proceedings.
  • Develop a transmission plan and transmission planning capital budget for the assigned geography based on studies performed by team members, ensuring that capital is allocated appropriately.
  • Ensure that the transmission planning function is compliant with NERC/regional standards and RTO rules and criteria.
  • Represent Duke in various industry forums on transmission planning related topics.
  • Understand stakeholder views and opinions, be able to achieve consensus in stakeholder discussions.
  • Provide input and support to System Operations, Duke Legal, Project management, Duke Federal Energy Policy Group, Transmission/Distribution and other Duke Business Units/Departments on transmission planning related topics.
  • Support and champion company initiatives such as the evaluation of new economic development, potential locations for IRP projects, and new customer load from a Transmission strategic perspective.
  • Ensure compliance with NERC Reliability Standards and ensure documentation of compliance activities are performed
