About The Position

Denver Transit Operators (DTO) is a privately held company that has a 29-year contract with the Denver Regional Transportation District (RTD) to operate and maintain the new commuter rail system within the Greater Denver Metro area. We currently have a full-time opportunity for a skilled and experienced Manager of Signal Maintenance. We are seeking a committed individual with demonstrated leadership ability to guide and manage the overall provision of Signal Department’s services, policies, and programs. The Manager of Signal Maintenance is responsible for the safety and reliability of the commuter rail train control and signal system and for its maintenance, inspection, testing and repair in accordance with state and federal regulations.

Requirements

  • Bachelor’s degree from an accredited university or college in electrical/electronic/computer technology OR a combination of education and/or work experience providing equivalent knowledge and skills.
  • Knowledge of federal, state, and local regulations pertaining to railroad signaling engineering, design, construction, operations, and maintenance.
  • Knowledge of railroad operating practices, rules, and procedures and their relationship to signal system inspection, testing, and maintenance.
  • Minimum of five years of experience with computer and microprocessor-based equipment to include operation, programming, diagnosis and repair.
  • Minimum of five years of experience in the field of railroad signal system inspection, maintenance and repair.
  • At least 3 years’ experience in the operation and maintenance of grade crossing warning systems, including investigating railroad accidents and troubleshooting warning system malfunctions and false proceed signals.
  • Strong leadership skills with at least 3 years of progressive supervisory/managerial experience in railroad signal system maintenance and repair.

Responsibilities

  • Develop and implement plans for the inspection and maintenance of commuter rail signal equipment. Schedule required tasks and ensured proper documentation and recordkeeping as required.
  • Issue work assignments to signal supervisors and maintainers, assuring timely and accurate completion of required work.
  • Oversee testing and repair of faulty equipment and apply knowledge of functional operation of electronic units and systems to diagnose cause of malfunction.
  • Develop the signal maintenance staff by instructing and cross-training on inspection, maintenance, testing, and repair tasks.
  • Develop and maintain training programs and maintenance manuals that enhance employees’ skills in maintaining the signal system.
  • Conduct timely performance reviews of signal employees and recommend or approve the transfer, suspension, promotion, or discharge as appropriate.
  • Administer appropriate employee discipline in the event of rule violations, poor performance, or improper conduct.
  • Oversee and administer signal aspects of the PTC Implementation Plan, Safety Plan and Development Plan.
  • Request and specify parts and equipment for signals maintenance.
  • Oversee the maintenance and calibration of test equipment.
  • Oversee and maintain up to date and accurate records of inspections, repairs, calibrations, and tests in the Enterprise Asset Management Systems.
  • Develop and manage signal projects including scope development, cost estimates, resource allocation, risk analysis, quality assurance, schedules, and budgets as well as assist in the procurement process.
  • Develop and manage the budget for the signal group while developing and implementing plans for efficient operations and maintenance.   This includes both annual budgeting as well as long-term lifecycle renewals planning.
  • Coordinate and assist other departments and groups within DTO to achieve operations and business objectives.
  • Acts as the primary point of contact for federal and state regulators and railroad officials regarding signal system audits and reporting.
