About The Position

Sno-Isle Libraries is seeking a Manager of Programs, Services, and Impact to lead the design and delivery of programs and services that promote equitable access and meaningful engagement. This role oversees youth services, library programming, reference services, and multilingual (Spanish Fluency required) and culturally responsive services. You will support and guide innovative program experiences, strengthen community partnerships, and empower staff to deliver welcoming, high-quality services for all ages. As a collaborative leader, you will foster inclusive service practices, work collegially across departments and locations, and use data and community insight to assess outcomes and demonstrate community impact. The Manager of Programs, Services, and Impacts leads the design and delivery of library programs and services that reflect the diverse cultural, linguistic, and social needs of the community. This role goes beyond program delivery—it’s about leading with purpose, creativity, and strategy to champion equitable access and meaningful engagement for all, with a focus on youth services, multilingual/cultural services, and all ages programming and services. Requirements

  • Extensive knowledge of early childhood and literacy development.
  • Skilled at designing and delivering inclusive library programs and services.
  • Knowledge, skills and ability to co-create, deliver and support programs and services for multilingual, immigrant, and refugee communities.
  • Experience fostering inclusive and accessible community relationships and collaborations, especially with those who have been historically and systemically underserved.
  • Ability to translate organizational initiatives, objectives and business needs into effective strategies and execute and evaluate those strategies to ensure continued effectiveness.
  • Ability to communicate effectively across diverse audiences.
  • Ability to be proactive, independent, adaptable, and innovative within a dynamic environment.
  • Ability to speak, read, write, and understand English and Spanish clearly and concisely and have demonstrated sociocultural proficiency.
  • Ability to develop and administer budgets and fiscal assets.
  • Ability to uphold the principles of equity, diversity, and inclusion in the workplace and the community.
  • Ability to work cooperatively and maintain effective interpersonal skills with the public and coworkers.
  • Ability to operate relevant computer systems including hardware and software, such as Microsoft Word, electronic databases, e-mail, and internet navigation in addition to other office equipment and security systems.
  • Ability to commit to continuous learning and professional development to stay current with emerging trends, technologies, and best practices in library services, ensuring high quality service delivery and informed decision-making.
  • Master's degree in library and information science (MLIS) from an accredited university is required.
  • Three years of supervisory or management experience required.
  • Two years of experience in public library program management, community engagement, and reference service delivery.
  • Demonstrated experience in multilingual outreach or working with linguistically diverse communities.
  • English and Spanish language verbal, reading and writing advanced proficiency required.
  • Must pass a verbal, reading and writing proficiency assessment in Spanish.
  • Must provide a Washington State Librarian certificate within 60 days of hire.

Responsibilities

  • Develop and manage program and service strategies that actively engage and serve all ages, backgrounds, and communities.
  • Collaborate with staff to ensure programs and services reflect diverse identities, languages, lived experiences and are responsive to community interests and needs.
  • Partner with community organizations and groups to co-create and promote programs, services, and events.
  • Supports the coordination and delivery of reference services by collaborating with staff across departments to ensure consistent, equitable, and high-quality information support for diverse patron needs, both in-person and through digital platforms.
  • Collaborate with Marketing and other departments to promote and publicize programs and services to encourage customer engagement.
  • Develop and manage program and service strategies that support the developmental, educational, and early literacy needs of children and teens.
  • Promote youth voice and leadership through advisory groups and participatory program design.
  • Support staff in applying culturally affirming and age-appropriate practices in youth engagement.
  • Lead efforts to engage with multilingual, immigrant, and refugee communities through culturally relevant programs and services.
  • Collaborate on translation and interpretation services for library promotions, communications, and service delivery.
  • Support bilingual staff and volunteers to enhance service capacity.
  • Develop short and long-range goals for programming, youth services and multilingual services, aligning them with organizational mission, vision, values and the strategic plan.
  • Fostering a team and organizational culture of inclusion, innovation, and growth.
  • Monitor project progress, establish evaluation standards, and report on outcomes and social impact metrics.
  • Build and support equitable and inclusive relationships in support of the Library District's strategic objectives and initiatives.
  • Represents the library in the community as required.
  • Serves and/or leads various library committees as assigned.
  • Prepares correspondence, proposals, and reports.
  • Manage budgets and resources.
  • Attends and or leads meetings, trainings, and workshops as assigned.
  • Assists and or leads special projects as required.
  • Perform other duties as assigned
