About The Position

The Manager of Program Management (MPM) is responsible for driving end-to-end program execution, customer satisfaction, and profitable growth at the site level. This role identifies and enables organic growth opportunities while maintaining a forward-looking understanding of the business pipeline, customer forecasts, and contracted and prospective program demand. The MPM leads high-visibility customer engagement activities, including internal and external business reviews, program reviews, new program pursuits, and bid and proposal development. The MPM directs all phases of assigned programs from initiation through completion and post-delivery support, with accountability for cost, schedule, quality, and contractual performance. Success in this role requires disciplined application and continuous improvement of program management processes, including quoting, proposal development, contract review and administration, schedule management and reporting, and action tracking. The MPM serves as a key integrator across functions, partnering closely with Operations (Manufacturing and Supply Chain), Engineering, Quality, and Finance to ensure program requirements are understood, risks are managed, and commitments are met. This role holds accountability for overall site-level customer satisfaction, program profitability, schedule adherence, contractual compliance, and risk management. The MPM ensures effective execution through structured planning, proactive issue resolution, data-driven decision making, and strong cross-functional alignment. The Manager of Program Management directly leads all personnel within the site-level Program Management organization. This position reports to the Director of Program Management for the Aerospace & Defense segment and maintains a matrixed reporting relationship with the Site Director. Requirements

  • BA/BS in business, technical, or related field
  • 5+ years of program management experience within an EMS, contract manufacturing, or regulated manufacturing environment (preferably in electronic manufacturing industry including PCB manufacturing)
  • 5+ years of people management experience leading professional or technical teams
  • Demonstrated analytical problem solver with strong computer skills
  • Strong negotiation, interpersonal & communication skills
  • Extensive experience and judgment to plan and accomplish goals in a matrixed organization
  • Demonstrated leadership capabilities with the ability to influence without direct authority
  • Excellent oral, written, and presentation skills
  • Understanding of the Defense acquisition and budget process and customer-specific compliance requirements
  • Advanced skills in MS Office applications, including Word, Excel, PowerPoint, Outlook
  • Strong financial acumen related to quoting and profitability analysis
  • Ability to effectively communicate in all forms with others inside and outside the organization
  • Ability to work with a high level of accuracy and attention to detail to produce quality results
  • Ability to multi-task effectively and adapt within a rapidly changing environment
  • Ability to conceptualize and understand technical reports, data, and drawings, etc.

Responsibilities

  • Lead and develop the site-level Program Management team, ensuring effective support of assigned customers and programs across the full program lifecycle.
  • Establish clear performance objectives; coach, mentor, and develop team members to enhance overall program management capability, service delivery and bench strength.
  • Recruit, onboard, train, and motivate Program Management staff while fostering strong cross-functional collaboration and adherence to standard PM processes.
  • Own and continuously improve site-level program management and quoting processes, procedures, and standard work in alignment with enterprise PM standards.
  • Partner closely with Site Leadership and cross-functional teams—including Operations, Manufacturing, Supply Chain, Engineering, Quality, Production Control, and Finance—to drive alignment, resolve issues, and ensure timely execution of priorities.
  • Build and sustain strong customer relationships, delivering consistent, high-quality customer experience and satisfaction while balancing contractual, operational, and financial commitments.
  • Own and manage the Annual Operating Plan (AOP) for assigned customers and programs, ensuring alignment with financial and operational targets.
  • Support and provide strategic input to bid and proposal activities, ensuring accurate, timely submissions and alignment with internal review and approval processes.
  • Review and approve bids and proposals, including Certified Cost and Price Data where applicable, ensuring compliance and financial rigor, and alignment with customer and regulatory requirements.
  • Lead complex and strategic program pursuits, including negotiations for new business awards and contract expansions within defined authority levels.
  • Maintain and actively manage a site-level opportunity pipeline, identifying and advancing customer and program growth opportunities in partnership with Business Development and Segment leadership.
  • Serve as the primary escalation point for customer concerns related to quality, delivery, service, and commercial matters; lead development and execution of customer improvement plans with measurable outcomes.
  • Oversee the development, approval, and continuous improvement of customer Long-Term Agreements, minimizing operational and financial risk and ensuring alignment with site capabilities.
  • Lead and support customer business reviews and program reviews, ensuring thorough preparation, execution, and follow-up including tracking and closure.
  • Drive internal program review processes to assess program health across financial, delivery, quality, technical, and risk dimensions and initiate corrective actions as needed.
  • Lead “Voice of the Customer” reviews, ensuring internal understanding of customer feedback, scorecards, and ratings, and driving actionable improvement plans.
  • Oversee excess and aging inventory mitigation strategies to optimize working capital and minimize exposure in coordination with Supply Chain and Finance.
  • Partner with Finance to manage customer account performance, including profitability analysis, invoicing, purchase price variance (PPV), tariffs, deposits, and other key financial drivers.
