The Manager of LOB Infrastructure is responsible for providing direction and guidance in overseeing and managing Line of Business (LOB) operations and infrastructure. The incumbent will manage a team of professional DevOps engineers while overseeing activities associated with delivery and performance of IT Infrastructure that supports the Pension, Health, and other lines of business; oversee the design, implementation, and maintenance of enterprise application infrastructure; and plan, coordinate, and lead LOB Infrastructure projects, initiatives, and system deployments. This position will proactively work with the LOB team, IT staff, members of TRS' leadership and executive team, and agency employees.

Requirements

  • Bachelor’s degree from an accredited college or university in computer science, information technology, or a closely related field.
  • High school diploma or equivalent and additional full-time experience in information systems, computer operations, application and/or database development, DevOps or related experience may be substituted on an equivalent year-for-year basis.
  • Seven (7) years of full-time directly related, progressively responsible experience in Line of Business (LOB) application operations, design, or related experience.
  • Three (3) years of experience coordinating, leading, or supervising the work of others, required.
  • Experience may be concurrent.
  • A master's degree or doctoral degree in a closely related field may be substituted on an equivalent year-for-year basis.

  • Knowledge of: Microsoft Windows Server and Red Hat software.
  • Knowledge of: Network diagnostic, monitoring, and alerting software and techniques.
  • Knowledge of: Network protocols, topologies, hardware, software, architecture, and integration services.
  • Knowledge of: Practices, principles, and techniques of computer operations.

Nice To Haves

  • Experience implementing and operating LOB applications based on the principles of DevOps including CI/CD, source code and configuration management, artifact repositories, automated pipelines, build/release engineering, and managing multiple application development and testing environments.
  • Experience in implementing and/or managing one or more of the following technologies or software application stacks: Microsoft Windows Server, RHEL, Active Directory, Red Hat Suite, including Enterprise Application Platform, OpenShift ,or Ansible Automation Platform, Enterprise Job Scheduling, sFTP applications, Enterprise Content Management, and various Print/Mail application software technologies
  • Experience leading large technology projects.

Responsibilities

  • Assesses training needs of team members and arranges for and provides training, coaching, and technical assistance.
  • Responsible for operations and delivery of LOB infrastructure application stack.
  • Ensures compliance with applicable federal, state, agency and department policies, procedures, rules, and regulations.
  • Implements policies, processes, and procedures, automation, and controls to consistently deliver high-quality service in a cost-effective manner.
  • Manages and enhances the processes for service management and delivery in collaboration with key stakeholders across IT and business units.
  • Manages the LOB Infrastructure Operations staff, developing a flexible, proactive, high-impact team, including direct supervision, evaluating performance, and hiring staff.
  • Plans and prioritizes infrastructure projects and initiatives, driving the evaluation, deployment, and management of forward-looking solutions to deliver automated, scalable, and reliable outcomes.
  • Provides direction, monitors teamwork loads and work processes, and takes corrective actions as needed to ensure that all LOB Infrastructure Operations are covered, and productivity, customer service, and quality goals are met.
  • Provides training and technical assistance to agency staff on the maintenance and operation of hardware and software.
  • Utilizes the procurement process to purchase necessary software and hardware for the LOB infrastructure stack, along with the procurement, contract management, and payable process.
  • Directs the evaluation of various technologies and resources for acquisition and to identify strengths, weaknesses, and potential benefits to the agency.
  • Ensures adequate availability, capacity, and performance of LOB Infrastructure.
  • Implementation, operations, and enhancement of key job scheduling, print/mail, and SFTP/ETL processes.
  • Implements and supports the key application build and deployment technology leveraging DevOps principles including Continuous Integration, Continuous Delivery, and Code/Configuration Management.
  • Oversees studies regarding LOB Infrastructure usage, performance, high availability, and fault tolerance, and ensures recommendations for system requirements are implemented.
  • Oversees the monitoring and metering of LOB applications to provide solid, high-performing computing foundation for enterprise applications, working closely with the other ETS managers.
  • Participates in the change management process, providing program oversite and process improvements as necessary
  • Plans and coordinates the LOB Infrastructure Operations application and infrastructure stacks for core business units.
  • Provides delivery and oversite of key LOB infrastructure applications and platforms including but not limited to custom Java applications, Infrastructure as Code, Application Integration frameworks, and Data Analytics and Management pipelines.
  • Responsible for procurement, contract management and payable process for LOB infrastructure.
  • Supervises the troubleshooting and resolution of complex network hardware and software problems.
  • Performs related work as assigned.
