About The Position

JDC is seeking a Manager of Controls to establish and lead a new unit responsible for building and overseeing internal controls, compliance, and quality assurance across the Former Soviet Union (FSU) region. This strategic role combines big-picture vision with hands-on implementation, shaping how accountability, transparency, and risk management are embedded across diverse local partners. Location - Jerusalem (Hybrid) Full-time position Reports to - CFO

Requirements

  • Significant experience in internal controls, compliance, risk management, or governance - preferably in international or multi-stakeholder environments.
  • Experience working with ERP, GRC, or workflow/compliance systems.
  • Proven experience in process quality assurance and capacity building.
  • Strong leadership skills, including matrix collaboration.
  • Advanced Excel skills; BI tools - an advantage.
  • Languages: English & Russian - required; Hebrew - an advantage.
  • Education: Bachelor's - required (Business, Finance, Public Administration, Nonprofit Management, or related fields); Master's - preferred.
  • Strategic thinker with hands-on execution ability.
  • Strong analytical and problem-solving skills.
  • Excellent communication and influencing skills in multicultural settings.
  • Integrity, resilience, commitment to high professional standards, and organizational values.
  • Ability to travel internationally as needed.

Responsibilities

  • Build and implement organization-wide control and compliance frameworks.
  • Ensure alignment with JDC, donor, and legal requirements.
  • Develop structured processes for risk review and mitigation.
  • Design and review processes to ensure transparent and efficient use of resources.
  • Guide teams on budget control, reporting standards, and adapting tools to partner capacity.
  • Define and monitor quality standards for governance, reporting, and compliance.
  • Lead continuous improvement initiatives using KPIs and data-driven insights.
  • Strengthen local leadership through training in governance, compliance, and financial management.
  • Guide partners in developing sustainable internal control systems.
  • Facilitate best-practice sharing across organizations.
  • Serve as the key liaison on control and compliance matters between JDC leadership and local partners.
  • Work collaboratively across finance, legal, HR, and program teams in a matrix environment.
  • Lead a focused professional team, with direct supervisory responsibilities expected to expand as the unit grows.
