Under the direction of the Chief Executive Officer (CEO) and reporting to the Executive Director/VP, Finance and Budget, the Manager of Contractors leads the successful execution of capital projects from concept through completion. This role is responsible for driving on-time, on-budget delivery of high-impact projects that align with organizational goals and strategic priorities. The position also oversees property management operations to ensure optimal facility performance and tenant satisfaction. While this role does not include direct staff supervision, it requires strong leadership and coordination of external contractors, vendors, and cross-functional internal teams to achieve project outcomes. The ideal candidate is a strategic project leader with a strong track record in capital program delivery, performance measurement, and collaborative team engagement. This role requires regular in-person presence at Long Beach Transit facilities. Remote or hybrid work arrangements are not available for this position.

Requirements

  • Proven track record in capital project delivery, consistently managing scope, schedule, and budget to meet organizational goals.
  • Strong leadership and contractor oversight skills, with the ability to drive accountability, resolve issues, and maintain high quality and safety standards.
  • Results-driven project management mindset, skilled in setting and achieving key performance indicators (KPIs) for project success.
  • Strategic decision-making and problem-solving abilities, especially in complex, deadline-driven environments.
  • Excellent communication and stakeholder engagement skills, capable of building alignment across internal teams, vendors, and executive leadership.
  • Financial acumen and budget control expertise, including forecasting, cost optimization, and variance management.
  • Effective at leading cross-functional teams and external partners across departments and reporting lines, without direct supervisory authority.
  • Five years of progressively responsible professional experience in project management or a related field.
  • Proficiency in project management tools and Microsoft Office Suite, with the ability to interpret technical drawings, budgets, and contracts.
  • A bachelor’s degree in business, engineering, project management, or a related field is required; a master’s degree is preferred.
  • Relevant certifications, such as Project Management Professional (PMP), Certified Professional Contracts Manager (CPCM), or Certified Procurement Professional (CPP), are highly desirable.
  • Additional professional experience as outlined above may be substituted for education on a year-for-year basis, and conversely, advanced education and certifications may be substituted for relevant experience.

  • Relevant certifications, such as Project Management Professional (PMP), Certified Professional Contracts Manager (CPCM), or Certified Procurement Professional (CPP), are highly desirable.

Responsibilities

  • Lead full-cycle delivery of capital projects from planning through execution, ensuring projects are completed on time, within scope, and within budget with measurable outcomes.
  • Establish and track project KPIs, including schedule adherence, budget performance, risk mitigation, and quality metrics.
  • Drive contractor performance management, holding vendors accountable to milestones, quality standards, and safety regulations.
  • Collaborate with stakeholders to develop project charters, work breakdown structures, and resource plans that support organizational priorities.
  • Leads project delivery through influence and coordination rather than direct staff management, ensuring alignment among contractors, consultants, and internal departments.
  • Prepare and present status reports and performance dashboards to the Executive Leadership Team (ELT), highlighting progress, risks, and corrective actions.
  • Lead value engineering and cost optimization initiatives to improve project outcomes and reduce waste.
  • Oversee the property management function to ensure facilities operate at peak efficiency, meet regulatory standards, and provide excellent tenant service.
  • Develop and manage multi-million-dollar capital budgets, identifying variances and taking corrective action to maintain financial control.
  • Support procurement and contract negotiation efforts as needed, always in service of performance and delivery goals.
  • Champion a culture of safety, quality, and continuous improvement throughout the project lifecycle.
