About The Position

The Manager of Contracted Case Management oversees service delivery for contracted counties, ensuring that clients receive high‑quality, person‑centered support. This role leads and mentors Case Management Supervisors and staff, fostering a culture of excellence, collaboration, and continuous improvement. MORA is a diverse and inclusive nonprofit that has supported adults, seniors and children with developmental disabilities, behavioral health needs as well as age-related and chronic medical conditions for over 50 years in the Twin Cities metro. MORA provides an array of services: Adult Day Services, Contracted Case Management, Community Supports, over 30 Residential Homes, Respite, Therapeutic Recreation, Training for Guardians & Families, and a Discover Summer Daytime Programming for Youth with Disabilities. Our Metro Crisis Coordination Program (MCCP) offers a safety net of crucial and cost-effective services for adults and children. Schedule: Fulltime, M-F daytime/business hours. Salary: $80,000 annually, DOQ. Plus a strong benefit package

Requirements

  • A bachelor's degree in social work (licensed), special education, psychology, nursing, human services or other fields related to the education or treatment of people with developmental disabilities or related conditions.
  • Minimum of three years of demonstrated leadership and supervisory experience.
  • At least five years of experience supporting individuals with intellectual and developmental disabilities (IDD), mental health needs, and/or aging populations.
  • Demonstrated commitment to personal growth, cultural humility, and a holistic, diverse perspective.
  • Strong critical thinking skills with the ability to solve complex problems, make sound decisions, and exercise good judgment.
  • Ability to manage confidential information and maintain compliance with HIPAA requirements.
  • Must pass a Department of Human Services background check and maintain “qualified” status.
  • Must be able to meet all physical requirements as outlined in the organization’s physical job demands document.
  • Must possess a valid driver’s license and maintain insurance as required by state law.

Nice To Haves

  • Master’s degree in social work (licensed), Human Services, Public Administration, or related field.
  • At least three years of experience as a contracted case manager.
  • Experience managing county or state contracts, including performance measures, audits, and compliance monitoring.
  • Previous responsibility for departmental budgets, staffing models, or resource allocation in a human services setting.
  • Experience leading change management initiatives or implementing new systems, workflows, or regulatory changes.
  • Experience providing training or professional development to supervisors or case management teams.
  • Demonstrated success improving quality outcomes, client satisfaction, or compliance metrics.
  • Strong conflict resolution and mediation skills with the ability to coach teams through complex or sensitive situations.

Responsibilities

  • Provide leadership, coaching, and mentorship to Case Manager Supervisors and Case Managers.
  • Serve as the primary liaison for contracted counties and ensure strong, collaborative relationships.
  • Monitor county, DHS and Federal policy changes and ensure departmental compliance with all regulatory requirements.
  • Develop, track, and analyze metrics aligned with organizational objectives, client satisfaction, and regulatory standards.
  • Ensure the team meets established billing goals and maintains accurate documentation.
  • Act as the internal subject matter expert on contracted county and DHS policies, procedures, and expectations.
  • Oversee and maintain the overall quality of case management services.
  • Be able to perform all supervisory duties outlined in the Supervisor job description.
  • Provide ongoing evaluation, coaching, and support to the supervisor team.
  • Facilitate difficult conversations professionally and effectively with staff, clients, and partners.
  • Embed DEI and equitable practices throughout hiring, training, communication, and daily operations.
  • Ensure delivery of high‑quality, person‑centered services to all individuals served.
  • Participate in MORA events, committees, and focus groups to support organizational engagement and improvement.
  • Foster a respectful, collaborative working environment with employees, counties, providers, and clients.
  • Perform other duties as assigned.
