About The Position

The Manager of Contract Monitoring is responsible for overseeing the agency’s contract monitoring operations within the Oklahoma State Department of Health (OSDH) Grants Management Office (GMO). This position provides strategic leadership, direction, and supervision for contract monitoring activities to ensure compliance with state and federal regulations, grant requirements, and OSDH policies. The Manager is responsible for ensuring consistent monitoring practices across all programs, supporting risk management, developing staff, and enhancing internal processes to promote efficiency, accountability, and transparency in the use of public funds.

Requirements

  • Bachelor’s degree in Business Administration, Public Administration, Finance, or a related field is required.
  • A minimum of four years of progressively responsible experience in contract management, grant administration, compliance, or public sector financial oversight is required, or a Master’s degree with a minimum of two year of such experience.
  • Supervisory or managerial experience is required.
  • All applicants are subject to a background check and must be legally authorized to work in the United States without visa sponsorship.
  • Comprehensive understanding of contract management, grant compliance, and procurement principles.
  • Strong knowledge of applicable laws, rules, and regulations including 2 CFR 200 and Oklahoma Title 74.
  • Exceptional leadership, coaching, and team development skills.
  • Ability to analyze complex data, identify risk factors, and recommend corrective actions.
  • Strong written and verbal communication skills, including the ability to prepare clear reports and presentations.
  • Proficiency in Microsoft Office Suite, ePro, Smartsheet, or other grant/contract management platforms.
  • Excellent organizational skills with the ability to manage multiple priorities and deadlines effectively.
  • Ability to exercise sound judgment and maintain confidentiality when handling sensitive information.
  • Skill in fostering a collaborative and inclusive work environment across cross-functional teams.

Nice To Haves

  • Experience with federal grant management, subrecipient monitoring, or state-level procurement processes is preferred.

Responsibilities

  • Provide leadership and oversight of the Contract Monitoring Unit, including supervision, workload distribution, and performance management for assigned staff.
  • Develop and implement standard operating procedures (SOPs), monitoring tools, templates, and training materials to ensure consistent monitoring practices agency-wide.
  • Ensure all contracts and subrecipient agreements are monitored according to federal and state requirements, 2 CFR 200, and OSDH policies.
  • Coordinate with the Grants Management Office (GMO), Procurement, Budget & Funding, and Program Areas to align monitoring activities with fiscal and programmatic goals.
  • Review and approve monitoring reports, corrective action plans, and related documentation submitted by staff for quality and compliance.
  • Oversee risk assessments, determine monitoring frequency, and ensure completion of annual monitoring plans and schedules.
  • Provide technical guidance and consultation to staff, program areas, and contractors regarding compliance standards, fiscal accountability, and performance expectations.
  • Collaborate with GMO Compliance and Internal Audit to address audit findings, track corrective actions, and ensure resolution of noncompliance issues.
  • Analyze monitoring data to identify trends, risks, and opportunities for process improvement; develop and present recommendations to leadership.
  • Coordinate and lead staff training sessions to build capacity in contract compliance, monitoring techniques, and data documentation requirements.
  • Develop and maintain monitoring dashboards and reporting tools in coordination with GMO and leadership teams.
  • Ensure proper documentation, record retention, and audit readiness of all contract monitoring files in accordance with OSDH record management policies.
  • Participate in policy and procedural development at the agency level related to contract oversight and grant administration.
  • Represent the agency in meetings with internal and external partners, including funding agencies, auditors, and subrecipients.
