About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.   At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.   We have multiple positions available.   This role is expected to manage the 24/7 365-year mobile day-to-day performance of the local Mobile Operations team within set resources and budgets, ensuring the greatest utility and effectiveness the team to positively contribute to OTP and CSAT. In accordance with company processes and objectives, you will provide exemplary leadership to achieve the professional delivery of operational safety and a punctual train service.

Requirements

  • Completion of a degree in Business Administration or a related Canadian Railway Operating Rules discipline – or a combination of education, training and Class 1 railway experience deemed equivalent
  • Minimum 8 years’ experience leading and managing train operation services; experienced operator with a focus on incident and safety management.
  • “Past or present CROR qualification (as a Conductor, Locomotive Engineer or as a Manager in a certain railway discipline) OR the ability to obtain CROR qualification is required.
  • Knowledge of Canadian Railway Operating Rules (CROR).
  • Knowledge of process development, ownership, and governance.
  • Possess acute Operating Practices acumen.
  • Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services (e.g. Transport Canada (TC), Federal Railroad Administration (FRA), Association of American Railroads (AAR), American Public Transportation Association (APTA), Passenger Rail Equipment Safety Standards (PRESS), Railway Association of Canada (RAC), Canadian Rail Operating Rules (CROR), Ontario provincial and municipal standards and best practices, building codes, contracts, and environmental legislation) is required.
  • Knowledge of Human Resources legislation (e.g., Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.
  • Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e., development, project progress, related staff, and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives.
  • Managerial expertise to provide senior technical and administrative leadership to a small department and consultants.
  • Analytical skills to supervise emergency responses and supervise related investigations for adherence to established policies and procedures.
  • Knowledge of budget development and management processes.
  • Proficiency in MS Office (e.g., Outlook, Word, Excel, PowerPoint, etc.).
  • Interpersonal and oral/written/presentation skills to create and maintain support data and technical specifications.

Responsibilities

  • Manages and implements the ongoing strategic plan for the delivery of rail mobile operations, including establishing service quality standards and procedures to be followed.
  • Provides leadership and oversight of the provision of fast, reliable, efficient, and consistent train services to customers by ensuring the efficiency of incident management.
  • Manage the leadership and direction of the local Mobile Operations team acting as a role model and mentor, implementing Metrolinx policies professionally and efficiently.  Accountability of team to ensure maximum efficiency for a location.
  • Liaise with relevant customers internal and external i.e., maintenance, CN, VIA to develop and maintain effective relationships.
  • Manage the local operation resources and budgets to deliver the day-to-day train service including during times of perturbation. Implement pre-agreed delivery and contingency plans to maximize train performance.
  • Manage and support locally the development of local emergency plans, delivering consistency and in line with route requirements.
  • Proactively monitor proposed maintenance and infrastructure activities in responsible area to deliver train service performance.
  • Manage and direct resources in response to all accidents and incidents affecting infrastructure, in conjunction with the NOC; coordinate emergency responses for accidents and incidents and supervises investigations to monitor adherence to established policies and procedures.
  • In conjunction with Network Operations Control, manage and oversee the real time-co-ordination of the Mobile Operations Team so that they are strategically placed to cover required areas in times of service disruption.
  • Communicates and provides support to both internal and external clients to enhance and achieve organizational goals.
  • Liaises with internal departments regarding operational issues or improvements and provides subject matter expertise to management team on as required.
  • Develops, fosters, and maintains relationships with provincial ministries, municipalities, external authorities, private companies, and the public to facilitate the advancement of organizational objectives.
  • Creates a culture of continuous improvement to ensure high quality service standards and timely delivery are achieved. Ensures projects and initiatives are delivered on time and within budget.
  • Develops, implements, and manages processes and standard operating procedures, and makes recommendations to improve performance and service delivery.  Develops service levels, setting performance targets and measures, and regular reporting protocols.
  • Fosters a safe and healthy work environment; ensures project teams, contractors and trades comply with health, safety and environmental standards that meet or exceed legislated requirements.
  • Establishes and maintains quality control and assurance on assigned projects; ensures deficiencies are addressed immediately and minimizes corporate liability by working with internal stakeholders to identify and manage risk and resolve escalating issues.
  • Recommends process, standards, or policy changes for continuous improvement and to advance excellence in corporate project management practices.
  • Develops and maintains departmental budget, ensures adherence to budget constraints, analyzes variances, scrutinizes expenditures, and approves payments and takes appropriate action to ensure budget is at or under plan.
  • Assesses and determines required workforce planning requirements to perform and maintain service levels, identifies budget constraints and overall impact on financial resources.
  • Prepares and monitors annual budget and submits a business plan regarding budget related expenditures
  • Monitors progress to ensure that planning objectives are delivered on time and within budget, and that anticipated business results are achieved; able to explain off-plan overages and exceptions.
  • Establishes processes, controls, and measures to ensure appropriate expense allocation, cost management, and overall fiscal responsibility.
  • Manages and directs (5-6) staff (e.g., defines roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments to ensure adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.
