About The Position

The Labor & Employee Relations Manager will oversee the fair, concise and impartial implementation of Memphis and Shelby County Schools policies, procedures, and programs. The Labor & Employee Relations Manager will lead in developing and improving programs related to employee morale and satisfaction. The Labor & Employee Relations Manager will administer and enforce the districts personnel policy and guidelines, ensuring timely & equitable adjudication of infractions. Each investigative report (completed by the independent L & ER Advisor) will be reviewed by the Labor & Employee Relations Manager for violation of personnel practices, policy, and employment laws.

Requirements

  • Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Human Resource, Labor, Education or other related field plus an minimum of five (5) years professional labor relations related experience; OR an equivalent combination of education/experience totaling nine (9) years.
  • A minimum of four (4) years of management/supervision experience Required.
  • (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED)

  • Investigation, Negotiation, Employee Engagement, and/or Change Management experience preferred

Responsibilities

  • Manages direct reports to effectively train, motivate, delegate, monitor and evaluate their performance, including recruitment, onboarding, hiring, retention, and progressive disciplinary.
  • Provides advice, support and assistance by interpreting policies and procedures and by advising school principals, managers, directors, and other employees on employment, record keeping, harassment, discrimination, grievances and other personnel matters and procedures.
  • Works collaboratively with the Labor and Employee Relations Director in the administration of grievances, appeals and EEOC claims.
  • The Labor & Employee Relations Manager will oversee the administration of the District’s unemployment program.
  • Ensure consistency in application of penalties and maintain historical case data and evaluate & analyze trends in incidents/performance to identify where Memphis Shelby County Schools can better support/develop underperforming employees.
  • Works collaboratively with other managers and administrative staff to achieve a system-wide result.
  • Executes the responsibilities according to lawful and ethical standards. Applies professional judgment and uses personal initiative to develop effective and constructive solutions to challenges.
  • Assists in overseeing departmental budget; presents and defends program budget requirements as it applies to the Labor & Employee Relations department; oversees the preparation and timely submission of program expenditures and financial forms and reports.
  • Directs the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned services, activities, and operations; provides appropriate research and compiles reports as necessary.
  • Collaborates with school principals and managers to identify possible non-renewal candidates and actively monitors and participates in the non-renewal process.
  • Investigates and addresses grievances, complaints, or disputes raised by employees or union representatives.
  • Serves as the departmental representative determining action needed regarding waste, fraud, and abuse reports after they are independently investigated.
  • Mediates conflicts and facilitates resolution between management and labor to maintain positive working relationships and harmonious work environments.
  • Collaborate with General Counsel’s Office and Labor and Employee Relations Director to address legal challenges or regulatory inquiries related to labor relations.
  • Works collaboratively with the Labor and Employee Relations Director and Office of the General Counsel concerning EEOC and legal cases.
  • Chair, participate in, or provide consultation to committees, planning groups, professional development activities or seminars.
  • Designate or provides training to district principals and supervisors concerning progressive discipline
  • Provides training for principals, supervisors, and administrators of labor agreements.
  • Prepares and presents arbitration presentations and may represent the Board in arbitrations/ tenure hearings, including preparing and writing pre-case and post-case summaries.
  • Oversees responses to Unemployment Insurance claims. Facilitates any Unemployment Insurance claim appeals hearings.
  • Responsible for administration of the Superintendent's Designate's appeals to ensure timely meetings and resolutions
  • Performs other related duties as assigned or directed.
