Primary Purpose The Manager of IT Vendor Management Center of Excellence (COE) is responsible for the following: Within the Vendor Management Office, the manager will lead a team of subject matter experts responsible for establishing the standards, managing the execution, and driving continuous improvement of vendor management financial, performance, governance, contracting and project management activities. The COE manager is expected to work closely across the ITVM Leadership team, Supply, IT Stakeholders, and Vendors in ensuring that the standards, tools, and capabilities meet the needs of the SPP, Park, and VoC programs, as well as holistic vendor management and software management. This includes but is not limited to: - Contribute to the effectiveness of the IT Vendor Management Office (VMO) by establishing and maintaining tools, documentation, standards, training, and operational governance that enable a high performing IT supplier ecosystem. - Enable consistent, compliant, and efficient sourcing and vendor oversight across IT by executing procurement support activities, producing and analyzing supplier performance and financial data, monitoring contract and compliance obligations, and partnering with Exelon Supply to ensure adherence to enterprise sourcing requirements. - Support the execution and continuous improvement of Exelon's IT procurement and vendor management activities by performing standards enablement, data analysis, and operational reporting across the IT supplier portfolio. This is a multiple‑location posting. The selected candidate may be based out of our Exelon Corporate Office locations in Chicago, IL, Oakbrook Terrace, IL, Washington, DC, Philadelphia, PA, Kennett Square, PA, Baltimore, MD, Newark, DE

Requirements

  • Bachelor's degree in Business, Supply Chain, Information Technology, Finance, or a related field, or equivalent relevant experience.
  • 5+ years of experience in IT procurement, sourcing, vendor management, contract management, or related discipline.
  • Demonstrated experience supporting IT sourcing events, vendor performance management, and contract lifecycle activities.
  • Demonstrated experience communicating and working with vendors
  • Working knowledge of enterprise procurement, contracting, and governance standards.
  • Experience analyzing financial, operational, and performance data to support decision making.
  • Strong written and verbal communication skills with experience working across IT, Supply, and vendor partners.

Nice To Haves

  • Experience working within an IT Vendor Management Office (VMO) or procurement Center of Excellence.
  • Familiarity with regulated utility or large enterprise environments.
  • Experience supporting complex IT portfolios, including system integrators, managed services, SaaS, cloud, and software providers.
  • Exposure to financial management activities such as savings tracking, budget support, and demand or spend management.
  • Experience with procurement, contract lifecycle management, vendor management, or financial tools (e.g., sourcing platforms, CLM systems, service management or reporting tools).

Responsibilities

  • Manage and oversee COE functional pillars, including but not limited to: o Financial Management: assist with invoice oversight, CCR tracking, innovation reporting, business case inputs, financial impact analysis, budget support, and spend reporting.
  • Performance Management: support SLA validation, performance reporting, scorecard updates, competitive bidding coordination, and supplier performance surveys.
  • Governance Management: coordinate governance forums, maintain governance artifacts, support issue/risk logging, manage onboarding/offboarding workflows, and maintain training materials.
  • Contract Management: assist with contract lifecycle activities, maintain templates, prepare sourcing documentation, track obligations, and support RFP and strategic bid processes. (25%)
  • Apply and maintain IT procurement standards and processes by supporting the Community Business Empowerment activities, supporting documentation updates, managing knowledge repositories, coordinating training, and ensuring adherence to Exelon Supply contracting and procurement requirements. (20%)
  • Support supplier scope assessment and sourcing activities by supporting project teams in requirements gathering, facilitating competitive evaluations, preparing sourcing documentation, and helping ensure consistency in how IT engages third-party providers. (15%)
  • Monitor and report on supplier operational and financial performance, including tracking KPIs, supporting score carding and SLA validation, conducting customer satisfaction surveys. conducting trend and performance analysis, reviewing invoices, supporting spend analysis, and ensuring accurate application of change control and contract obligations. (15%)
  • Contribute to IT VMO operations as the Center of Excellence (COE) by maintaining governance forums, managing vendor onboarding/offboarding activities, supporting issue and risk tracking, maintaining the knowledge base and templates, and helping deliver VMO training and community of practice activities. (15%)
  • Serve as a day-to-day IT liaison with Exelon Supply, ensuring alignment with sourcing policies, partnering on sourcing events, supporting RFP/RFI preparation, address performance risk and issue resolution, and coordinating contract lifecycle activities such as renewals, amendments, and compliance reviews. (10%)
