About The Position

Incumbent will lead the strategy, implementation, and operational management of its Intelligent Cities initiatives, with a primary focus on the Traffic Management Center (TMC). This position is responsible for enhancing urban mobility, improving public safety, and fostering smart city environments through the strategic deployment and oversight of intelligent transportation systems (ITS). The Manager Intelligent Cities will provide input on the traffic network, ongoing software projects, ITS platforms, and the coordination of Intelligent Cities team grants. This position demands a strong technical background in ITS and smart city technologies, exceptional leadership and project management skills, and a deep understanding of how technology can solve complex urban challenges within Chattanooga's innovative technological landscape. The Manager will lead a team of technical professionals and collaborate closely with other IT teams, city departments, and external vendors to drive urban innovation. Work requires limited supervision and the use of independent judgment and discretion. The Manager Intelligent Cities is a stand-alone classification.

Requirements

  • Bachelor's degree in Civil Engineering, Industrial Engineering, Computer Science, Information Technology, or a related field, and minimum of five (5) years of progressive experience in the design, implementation, and management of intelligent transportation systems (ITS), logistics, smart city technologies, or related urban infrastructure; or any combination of equivalent experience and education.
  • Valid Driver’s License (Required)
  • Communication skills, written and verbal, to effectively interact with technical and non-technical staff across Chattanooga city government.
  • Strong interpersonal skills, including conflict resolution, as applied to interaction with team members, colleagues, peers, leaders, and others.
  • Excellent analytical and problem-solving abilities; proficiency in data analysis and performance metrics.
  • Knowledge of policy/procedure development, financial accounting/budgeting.
  • In-depth knowledge of Intelligent Transportation Systems (ITS) architectures, technologies (e.g., traffic signal control, V2X, smart sensors, adaptive traffic control), and data analytics in an urban context.
  • Experience with traffic management software platforms, urban mobility data, and smart city applications.
  • Familiarity with relevant standards and protocols in ITS (e.g., NTCIP, SAE J2735, SAE J3224).
  • Ability to diagnose and resolve technical and operational issues specific to intelligent urban infrastructure.
  • Knowledge of disaster recovery principles and experience contributing to business continuity plans for critical urban systems.
  • Knowledge of network principles, applicable operating systems/software for network management, current networking technologies, network topology, cloud networking concepts and hybrid network environments, with an understanding of how they integrate with high-speed local networks, and network troubleshooting and resolutions tools, practices, and methods.

Responsibilities

  • Develops and executes, in cooperation with the Intelligent City's Director, a comprehensive plan for the City of Chattanooga's Intelligent Cities initiatives, particularly focusing on urban mobility and transportation, in alignment with the city's overall IT strategic goals. This includes technology roadmaps for ITS, smart infrastructure deployment strategies, and leveraging connected vehicle (CV) technologies.
  • Leads and manages the daily operations and strategic direction of the Traffic Management Center (TMC). Ensures efficient real-time traffic monitoring, proactive incident detection, effective response strategies, and optimization of traffic flow to minimize congestion and enhance public safety.
  • Serves as a key stakeholder and provides leadership for on-going software projects related to intelligent transportation systems and smart city applications. This includes contributing to requirements definition, system design, development oversight, quality assurance, and the successful deployment of new solutions.
  • Oversees the selection, implementation, and continuous enhancement of critical Intelligent Transportation Systems (ITS) platforms and data analytics tools utilized by the team. Establishes policies and procedures for the collection, storage, processing, and utilization of smart city data (e.g., traffic sensor data, signal phase and timing (SPaT) data), adhering to data governance best practices and relevant legal and regulatory requirements specific to the city and state.
  • Collaborates closely on and provides essential technical and strategic input for Intelligent Cities team coordinated grants. Help identify funding opportunities, develop compelling proposals, and align grant-funded projects with the team's long-term vision and objectives for smart urban development.
  • Establish key performance indicators (KPIs) to monitor the health, performance, and impact of the City’s Intelligent Cities infrastructure (e.g., traffic flow efficiency, incident response times, system uptime). Implement proactive measures to optimize system performance and resource utilization. Oversee periodic audits of Intelligent Cities system usage and connections. Ensure compliance with relevant standards and City policies to guard against unauthorized access and maintain data integrity.
  • Develop and maintain comprehensive documentation for Chattanooga's Intelligent Cities infrastructure, including detailed system architecture diagrams, configuration standards, operating procedures, and troubleshooting guides relevant to the local setup.
  • Lead and manage complex Intelligent Cities projects, including system upgrades, new technology deployments, and expansions to support urban initiatives and security enhancements. Adheres to department and city procurement processes, timelines, budgets, and quality standards.
  • Conduct, coordinate, and oversee research for emerging intelligent urban technologies and solutions. Creates proposals and project plans for possible future implementation.
  • Participate in forecasting, preparing, and administering the Intelligent Cities team's budget.Prepares cost estimates for budget recommendations and related justifications. Assists the Director with monitoring and controlling budget expenditures.
