About The Position

This position is within the Regulatory Team. The Regulatory Team works to align LUMA’s business plan with the public energy policy goals of Puerto Rico and plays a key role for the design, implementation and reporting on key policy initiatives. Regulatory works with all LUMA departments in support LUMA’s compliance and reporting obligations under the Operations and Management Agreement, the energy regulator, and other governmental bodies. The team works with multiple external stakeholders and is responsible for the delivery of professional written documents, and verbal reason to support compliance and reporting. The Grid Modernization group within the Regulatory Team works alongside external stakeholders and LUMA teams to set forth the foundations and develop plans for grid modernization. This is a forward-thinking group, presenting an opportunity for growth while helping shape the future of PR’s energy sector. The Integrated Resource Plan (IRP) is a primary product that informs how the future of PR electricity sector is shaped. The primary function of this position is to manage development of the IRP process. This includes monitor, coordinate and support the IRP, all in line with PR laws. Ensure compliance of regulatory requirements and orders of previous IRP resolutions, enhance the study process and results of IRP. Proactively coordinate with internal and external stakeholders of a coordinated execution of IRP with proactive internal and external stakeholder’s inputs. The position will focus on delivering data driven solutions.

Requirements

  • Bachelor’s degree in Engineering, Commerce, Business, or another relevant field.
  • 7+ years in project management role, process improvement, business change experience.
  • 7+ years leading and coordinating teams to deliver large, detailed projects on time.
  • Self-starter who is organized and able to clearly communicate both verbally and in writing.
  • Understands root causes and prioritize key work streams to deliver results under pressure and skills, ability to understand complex problems with multiple stakeholders and multiple requirements.
  • Professional proficiency in Spanish and English.
  • Strong critical thinking is a strong asset.

Nice To Haves

  • Post Graduate Studies in Engineering, Policy, or MBA are preferred.
  • Relevant experience in project management, regulated industries, finance, accounting, forecasting, economics, law an asset.
  • Project Management Professional (PMP or PgMP) certification a strong asset

Responsibilities

  • Plan the execution and development of integrated resource plan (IRP) for Puerto Rico.
  • Manage the procurement process for advisors that contribute to the development of the IRP
  • Proactively seek internal and external stakeholder’s inputs during the development of the IRP
  • Ensure compliance with PR resolutions and orders during the development of the IRP (e.g., generation targets, transmission and distribution adequacy, energy efficiency programs, demand response programs, renewable integration targets, microgrid initiatives among others).
  • Develop action plan for fiscal year team performance and operation.
  • Provide guidance of regulatory requirements to departments that are executing the programs.
  • Ensure compliance with Regulator, State and Federal requirement and orders.
  • Provide inputs to proposed regulations and orders, coordinate inputs from internal stakeholders and assist Regulatory team as requested.
  • A demonstrated ability to work effectively across all levels of the organization and with external stakeholders
  • Follow all policies and procedures
