About The Position

Performs complex managerial work administering the daily operations and activities of Community Justice Assistance Division (CJAD) programs. Work involves establishing program goals and objectives; developing guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or the United States Department of Education (USDE). Major course work in Criminal Justice, Public Administration, Research Methods, Sociology, Statistics, or a related field preferred. Each year of experience as described below in excess of the required eight years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Eight years full-time, wage-earning research experience. Fifteen semester hours of graduate course work from an accredited college or university in a related field may be substituted for each year of experience on a year-for-year basis for a maximum substitution of two years.
  • Knowledge of the principles, practices, and methods of administration and management.
  • Knowledge of scientific research methods, principles, techniques, and philosophy.
  • Knowledge of statistical concepts, methods, and their application to research analysis.
  • Knowledge of measurement, testing, and evaluation.
  • Knowledge of Structural Query Language (SQL).
  • Skill to plan, organize, coordinate, and direct complex research projects and to evaluate research data.
  • Skill to identify research areas and recommend priorities on the basis of need and available resources.
  • Skill to interpret highly complex statistical data charts and tables.
  • Skill to direct the development of measuring instruments with respect to reliability, relevance, and validity.
  • Skill to interpret and publish comprehensive research findings.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Skill in understanding and developing database queries using Structured Query Language (SQL).
  • Skill to train and supervise the work of others.
  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
  • Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.

  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Manages activities of staff within the research program areas; plans, implements, coordinates, and monitors program operations and evaluates program effectiveness; plans, develops, implements, and evaluates program guidelines, policies, procedures, rules, and regulations; and monitors compliance with policies and procedures.
  • Establishes research goals and objectives; develops and approves schedules, priorities, and procedures used in conducting and administering research, demonstration, and evaluation activities; and develops and implements techniques for evaluating agency programs.
  • Collects, organizes, analyzes, prepares, and oversees the preparation of material in response to requests for information and reports; and oversees the preparation of program correspondence, reports, and studies.
  • Provides technical assistance to staff in processing and maintaining data on offenders under supervision; works with programs to merge data from other sources; and develops and improves data management systems.
  • Identifies areas in need of change and makes recommendations to improve operations; and represents the program area at meetings, hearings, trials, conferences, and seminars and on boards, panels, and committees.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
