About The Position

Performs moderately complex computer systems analysis work. Work involves analyzing user requirements, procedures, and problems to automate processing and to improve existing systems. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Computer Science, Criminal Justice, Management Information Systems, Business Administration, or a related field preferred. Each year of experience as described below in excess of the required two years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Two years full-time, wage-earning systems analysis experience.
  • One year full-time, wage-earning project coordination experience.
  • Knowledge of the limitations and capabilities of computer systems.
  • Knowledge of systems analysis techniques and practices.
  • Knowledge of a variety of computer application programs and their applicability to computer systems operations.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill in problem-solving techniques.
  • Skill in public address.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to review technical data and prepare technical reports.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Skill to plan work in order to meet established guidelines.
  • Skill to prepare and maintain accurate records, files, and reports.

Responsibilities

  • Analyzes and tests procedures and information systems for efficiency and effectiveness; formulates logical descriptions of problems and devising optimum solutions; designs, modifies, and implements new and revised methods that effectively meet the needs of the agency; and analyzes and assists in defining agency disaster recovery responsibilities and procedures.
  • Prepares charts, diagrams, tables, flowcharts, and other technical documentation regarding information technology systems or computer applications; analyzes user needs, defines systems’ scope, documents requirements, and translates them into functional specifications for the design of business systems; assists in conducting feasibility studies; and prepares reports outlining study findings and recommendations.
  • Confers with management regarding status and progress of studies and projects being conducted; coordinates work to ensure analysis, design, and documentation meet established standards and guidelines; and assists in the development of quality assurance reviews.
  • Provides technical assistance in the design and modification of new and existing systems; develops online help systems, technical training, operational manuals, educational materials, and information programs for automated systems; and maintains and monitors development methodology.
  • Provides technical support as a high-level resource available for problem resolution and new feature creation.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
