About The Position

Achievement Centers for Children is a Cleveland area nonprofit that helps children and young adults with disabilities and their families achieve and thrive. We deliver therapy, education, recreation, and family support programs across Northeast Ohio. Our teams partner closely with schools, families, and community organizations to deliver practical support and meaningful outcomes. The Manager, Human Resources owns the day to day health of people operations and directly manages the Human Resources Coordinator. This role leads end to end payroll processing, benefits administration, employee relations, employee engagement, policy governance, and performance management. It also stewards HRIS and timekeeping data integrity and practical HR reporting. This leader sets clear service levels for HR and payroll, builds simple controls and standard operating procedures, coaches managers on fair and timely performance practices, and resolves issues with speed and consistency.

Requirements

  • Bachelors degree in Human Resources, Business, or related field required
  • 5+ years of Human Resources experience with hands on ownership in at least three of the following: benefits administration, employee relations, employee engagement, policy management, performance management
  • 3+ years of payroll processing experience required
  • Experience managing or coaching an HR Coordinator or similar role
  • Demonstrated experience conducting investigations and producing clear written findings with recommendations
  • Proven record of building SOPs, checklists, and simple controls and meeting service levels
  • Strong proficiency with Paylocity HRIS, payroll, and LMS or similar platforms
  • Advanced Microsoft Excel, Word, and PowerPoint skills with comfort building dashboards and reports
  • Clear, concise communication and ability to influence busy leaders
  • Strong judgment, confidentiality, and integrity
  • Process mindset with ability to create SOPs, checklists, and job aids
  • Strong organization, follow through, and ability to manage multiple deadlines
  • Ability to travel between ACC locations in Northeast Ohio as needed
  • Work may include early morning or evening meetings
  • Requires regular computer use and the ability to communicate effectively
  • If driving is required, must maintain a valid drivers license, required insurance, and an acceptable driving record

Responsibilities

  • Benefits Administration: Own plan administration for enrollments, life events, eligibility audits, billing reconciliation, and escalated employee support. Manage broker and carrier tickets and service levels and keep benefits guides and FAQs current
  • Employee Relations and Engagement: Receive and triage concerns, open and document investigations, conduct interviews, compile findings and recommendations, advise leaders on consistent actions, track themes, and close items on agreed timelines. Own day to day employee engagement by running an engagement plan and staying close to the workplace pulse across programs and sites
  • HR Policies and Programs: Support development, communication, and implementation of HR programs while ensuring consistent application of policies and practices. Assess needs for work rule or policy changes and recommend updates. Guide and train managers on handbook and policy interpretation, documentation, and corrective action standards
  • Payroll Processing: Own end to end payroll processing for all employee groups in Paylocity, including regular and off cycle runs. Partner with Finance on general ledger posting, reconciliations, and audit requests
  • Performance Management: Partner with leaders to improve performance through coaching, counseling, and fair corrective action. Partner with Manager, Learning & Development on annual and mid year performance processes including goals, training, accountability, completion, and calibration
  • Compliance Oversight: Ensure compliance with applicable federal, state, and local requirements including EEO, ERISA, FMLA, ADA, wage and hour, compensation, benefits, and documentation. Partner on DODD, ODJFS, and ODE requirements, maintain secure files, and respond to agency inquiries with the CHRO and Compliance Officer
  • Continuous Improvement: Identify opportunities to improve speed, quality, and employee experience. Create and deliver practical HR solutions, measure impact, and standardize what works
  • Supervisory Responsibility: Directly supervises 1 Human Resources Coordinator
