As a Manager, Global Trade Technology Management, you’ll be at the forefront of ensuring Collins Aerospace’s cutting-edge avionics technology complies with global trade regulations. Serving as the resident expert in Jurisdiction Classification (ECCN/USML) and Harmonized Tariff Schedule (HTS) determinations, you’ll blend technical acumen with regulatory precision to safeguard the company’s global operations. This is a high-impact, individual contributor role that partners closely with engineering, compliance, and leadership teams to drive consistency, accuracy, and innovation in export and import classification processes across the Avionics business. In this position, you’ll take ownership of complex classification analyses, navigate the intricacies of EAR and ITAR regulations, and serve as a trusted authority on technology management under U.S. and international trade laws. You’ll help build the future of compliant technology transfer at Collins—developing training, guiding corrective actions, and influencing trade strategy in a highly visible role that touches nearly every facet of the business. This individual will ideally sit onsite at one of Collins Aerospace's U.S. locations but remote is a possibility.

Requirements

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
  • 3+ years prior experience classifying US Export Regulations (ITAR/EAR)
  • 3+ years prior experience classifying harmonized systems

Nice To Haves

  • Bachelor’s or Master’s degree in Engineering or Business Administration
  • Engineering and/or technical background with demonstrated analytical capability
  • Prior experience in aerospace programs or technical environments
  • Familiarity with Collins Aerospace and/or RTX trade compliance processes, including classifications, authorizations, logging, compliant transfer modes, and record keeping; experience with Collins-specific Global Trade systems (GTS, SAP, OCR, MKDenial, xClass, TEXPORT) strongly preferred
  • Experience interpreting and applying non-U.S. export and import regulations

Responsibilities

  • Working under/within the following U.S. Regulations; Export Administration Regulation (EAR), International Traffic in Arms Regulation (ITAR)
  • Perform most sophisticated JC classification analysis, determination, and validation (resolution of JC escalation, supplier issues, etc.)
  • Perform HTS (HS)classifications.
  • Support investigations and reviews of possible GT escapes and disclosures, root cause of escapes and implement corrective actions
  • Analyze business needs (including technology needs) with respect to export authorization requirements
  • Support Commodity Jurisdiction (CJ) and Commodity Classification Automated Tracking System (CCATS) to government agencies.
  • Support development and delivery of formal and informal JC and HTS Focal training and classification auditing
  • Must be willing and able to travel 10% of the time.
