About The Position

The manager of facility operations is responsible for strategic leadership, operational oversight and performance management for facilities functions including maintenance operations required to achieve the financial, strategic, and operational goals of the organization.  This role ensures that all facilities are maintained to the company standards and operate in a manner that supports employee productivity, customer experience, safety, compliance and cost efficiency.  They are responsible for the planning and coordination of preventive maintenance, building systems, repairs, improvements, renovations, new construction, workplace standard and the presentation of buildings and grounds across the corporate portfolio.  Collaborating with management, internal departments and external resources, works to develop and achieve strategic maintenance plans meeting the needs of the business with long term forward thinking solutions.

Requirements

  • Bachelor's degree in construction management, facility management, planning, engineering, business or a related field required
  • Minimum of 15 years of directly related experience
  • Class A Commercial or Corporate Building experience
  • Construction Management
  • Design and Development experience
  • Management of multiple locations
  • Staff and Vendor Management
  • Project Management

Responsibilities

  • Manages the day to day operations of multiple facilities and programs including field staff, contractors, and vendors. Supports a portfolio consisting of 37 office/branches, 20 remote ATM’s and three corporate locations.
  • Ensure that vendor relationships supporting the ongoing day to day operations are monitored and effectively managed. All contracts are to be negotiate for cost effectiveness.
  • Serves as an Essential Employee for emergency operations. Available 24/7 for all related incidents.
  • Administers, plans, and directs service contracts such as landscaping, custodial, plumbing, electrical, mechanical, pest control, generators, life safety, work order management system, and snow removal operations.
  • Develops written proposals for all building and ground maintenance service contracts and other maintenance services such as HVAC, custodial, elevators, generators, construction, snow removal and landscaping.
  • Oversee the BMS (Building Management System) software to support the HVAC services throughout the branch network.
  • Prepare, update, and oversee the execution of a strategic plan for the department, including resource projections for future needs, continuous improvement efforts, and other changes to improve the team's results and better partner with other departments on campus.
  • Annual review and negotiation of utility rates and services for both supply and demand.
  • Collaborates with the Manager of Corporate Real Estate & Property Services on all construction/renovation projects for all portfolio locations. Performs inspections with the Owner, Architect, Contractor, Support Team and attends or hosts project meetings.
  • Provides project reviews, inspection and approval of facility renovation and new construction projects.
  • Identifies changes to the ESL Federal Credit Union construction standards for Project Managers to follow when developing new construction or renovation projects.
  • Collaborates with other departments such as Systems and Technology, Security, Marketing, Accounting, and Banking Operations regarding design definitions for in-house renovation and construction projects.
  • Plans and schedules projects for after normal business hours and weekends to avoid conflicts with banking hours with scheduling.
  • Provides the day to day interface between outside vendors and all ESL departments on construction projects.
  • Provides strategic direction, focus, guidance, support, prioritization and oversight for managerial and supervisory staff; develops and implements programs, processes and procedures that result in high levels of individual and organizational performance and effectiveness.
  • Communicates with, and is responsive to directives from superior; supports the team, departmental, and institutional goals and mission; develops and manages budgets for operations and projects.
  • Promotes a culture of workplace safety and a commitment to Facilities Core Values. In a clear and effective manner, communicates plans, processes, initiatives, and other important topics to internal staff and external partners and stakeholders.
  • Exercises discretion when making recommendations concerning appointment, retention, promotion, and assignments of Facilities Operations personnel.
  • Manages effective and inclusive position searches; provides professional training and development; establishes performance expectations; holds subordinates accountable for effectiveness, efficiency, and professional conduct; participates in the administration of progression discipline as needed; creates and maintains a culture where all employees are valued; promotes diversity and inclusion within departmental work units and decisions.
  • Lead, motivate, develop, and recognize a competent team to meet the current and future needs of the Credit Union through monitoring performance and development goals.
  • Collaborates with the Corporate Real Estate to coordinate the short- and long-term range facility improvement goals.
  • Direct facilities staff, set priorities, and actively coach and develop staff to meet organization goals and deliver exceptional service levels within the prescribed budget.
  • Conducts performance management reviews of assigned staff.
  • Develops recommendations for capital construction activities, deferred maintenance renewal and annual operations budgets; exercises budget control. Coordinates the budget preparations with the budgeting processes of respective divisions.
  • Develop, Monitor and analyze, the Department’s $16 million operating budget and $5 million capital budget. Develop and implement monitoring systems and processes, analyze expense and draw attention to budget anomalies, and recommend corrective actions.
  • Strategically plans and manages department operating budgets; ensures budgets are adhered to; oversees departmental procurement process and performs regular financial review and analysis.
  • Track spending, reconcile and approve invoices, analyze cost trends, and identify cost-saving opportunities. Provide quarterly variance reports based on actual vs budget spending. Revise forecasting of the annual budget when needed.
