GENERAL PURPOSE: Under general direction, directs, manages, supervises, and coordinates the activities and operations of the facilities maintenance unit/functions within the Facilities Division for commuter rail, transit center, light rail and administrative facilities; analyzes, identifies and quantifies facility maintenance needs including scope, schedule, budget and quality of work necessary to maintain them; supervises staff (including contractors) and oversees management and coordination of maintenance contracts including HVAC, janitorial, elevators, fire systems, graffiti removal, landscaping; writes various reports, messages and documents needed to manage or coordinate the full scope of maintenance activities with other Divisions, programs, Departments/Offices and outside agencies; compiles and continuously improves maintenance unit objectives, guidelines and procedures; administers and manages budget and staffing plan/needs; and provides highly responsible and complex administrative support to the Director, Facilities. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations. Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of work and measures the performance of the facilities maintenance unit and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary. Plans, directs, coordinates, and reviews work plans for assigned facilities maintenance staff; schedules facilities personnel or contractors to complete work according to maintenance and repair needs; ensures that necessary resources are in place for completing maintenance functions; ensures that projects, services, and operations of the unit are completed within the scope, schedule, and budget and that all objectives are successfully met. Plans effective meetings; writes articulate messages; summarizes pertinent information; identifies and clarifies maintenance staff roles and responsibilities as they relate to processes with other working units including Contracts, Human Resources, Finance, Diversity, Information Technology, Safety, Security; 4 transit partners and dozens of city, county and state agencies. Assembles the format of and oversees content updates of the facility maintenance plan; updates on-call procedures within working unit and coordinates with groups outside of working unit; actively supports inter-local agreements (IGA’s), including regular meetings with IGA partners to discuss annual budgets and maintenance plans; warranty tracking and maintenance scheduling in the enterprise asset management system; assembles, plans and tracks budgets; tracks, prioritizes and seeks accountability for completion of working unit progress (Facilities Action List); compiles and continuously improve work unit objectives, guidelines, procedures including maintenance plan, adverse weather response, after hours protocol, safety, training, and quality assurance. Troubleshoots and assesses problems and resolves as appropriate; initiates dialogue and organizes meetings with relevant parties to understand issues; analyzes circumstances to uncover possible solutions; reviews policies and procedures relative to feasibility of implementing solution; presents proposed solutions and options to stakeholders and approvers; documents lessons learned to anticipate and avoid problems; actively participates in and contributes to Division meetings; as they relate to the division/unit, supports and participates in Agency audits, Environmental Sustainability Management System initiatives, and Safety and Security programs. Manages and participates in the development and implementation of goals, objectives, policies, priorities and budgets for assigned functional area within the Division; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies. Responsible for the development and management of budgets for on-going facilities maintenance functions. Provides support to Deputy Director, Facilities, and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
