The Manager/Engineering Staff takes an active role in determining strategic direction of the Engineering and Operations functions. Individuals in this position ensure objectives are achieved by providing leadership and systematic support in a variety of roles. POSITION DIMENSIONS Reporting directly to this position are typically up to 10 exempt and up to 20 non-exempt support staff personnel. The incumbent may be directly or indirectly responsible for a budget up to $3M. This position is designed to include a combination of the following areas of responsibility and/or awareness: Compliance Pipeline Security Pipeline Safety Planning Standards and Specifications Right-of-Way Product/Technology Evaluation Integrity Management Corporate Strategy Geographic Information Systems (GIS) Cathodic Protection Mutual Assistance Environmental Programs Measurement and Control Project Management Supervisory Control and Data Acquisition (SCADA) Support Projects managed by this position typically cross divisional and functional lines of authority. Duties are performed in coordination with Gas Operations Support Staff, Engineering Staff, Operational Quality Assurance, Engineering and Project Support Staff and other Corporate or Division departments as required. QUALIFICATIONS There are clear precedents and practices that the incumbent uses as guidelines to determine how the job is performed. This position requires eight to ten years of progressive, relevant work experience, as well as broad knowledge and experience with Company and industry business practices. A Bachelor of Science degree in engineering or related field from an accredited university is required. A Professional Engineer designation and/or master’s degree in a related field from an accredited university are preferred. ESSENTIAL JOB RESPONSIBILITIES Monitor/track proposed and revised pipeline safety regulations Coordinate appropriate Division/District/Corporate Staff personnel to respond, when necessary, to governing agencies and prepare correspondence to said agencies for feedback, interpretations and/or waivers from existing code requirements when particular conditions and situations warrant a variance from usual conditions Manage and coordinate Staff activities that promulgate policies, procedures and standards for Engineering Staff and technical disciplines affecting company-wide operations Ensure policies, procedures, and design standards in the gas transmission and distribution systems, electronic mapping, construction drawings and as-builts, corrosion control, measurement and control, integrity management, laboratory services, pipeline security, SCADA and telemetry, and environmental compliance are safety oriented, meet code requirements, and maximize Company efficiencies Evaluate, recommend, and/or write specifications for materials and products used by Southwest Gas in gas transmission and distribution piping, corrosion control, measurement and control, and environmental compliance activities. This includes installed equipment as well as test equipment Work with vendors, contractors and consultants to provide quality products and services Provide technical assistance and training to operating Division requests for operations reviews, assistance with special projects, and troubleshooting Evaluate adherence to and effectiveness of engineering for all major gas transmission and distribution projects and non-standard designs for prudent engineering, completeness and conformance with Company policies and regulatory requirements Create project proposals, project plans, budgets and timeframes with specific recommendations for integrating new technology Utilize methods for communication, planning, and scheduling to ensure project completion Participate in various industry organizations and committees to research industry trends, consensus standards/philosophies and best practices to establish consistency amongst the operators to strengthen the Company’s compliance and safety position Manage, review, or recommend electronic recordkeeping and electronic mapping systems for Corporate-wide use (including keeping abreast of industry standards and technology changes) Evaluate new technology in accordance with planned and existing business operations and available platforms and systems configurations and identify risks and benefits associated with new technology recommendations Perform related duties and responsibilities as assigned Regular and predictable attendance is a condition of employment and is an essential function of the job
