About The Position

This is a professional and administrative position responsible for assisting in the compliance, development, implementation, and monitoring of the Authority's Disadvantaged Business Enterprise (DBE), and Equal Employment Opportunity (EEO) compliance programs. The employee ensures compliance with applicable federal, state, and local laws, including U.S. Department of Transportation (DOT) regulations (49 CFR Parts 23 and 26) and Equal Employment Opportunity Commission (EEOC) guidelines. The position supports contractor and workforce compliance, assists in investigations of EEO-related complaints, and contributes to the development and enforcement of EEO and anti-discrimination policies and procedures. Work is performed under the direction of the Chief Diversity Officer and involves significant interaction with other NFTA departments, contractors, community organizations, and government agencies to promote equal opportunity and inclusive practices across all NFTA operations.

Requirements

  • Knowledge of federal, state, and local laws, regulations, and guidelines governing DBE, MWBE, and EEO programs, including 49 CFR Parts 23 and 26 and EEOC regulations.
  • Knowledge of public sector procurement, contracting, and workforce compliance procedures.
  • Ability to conduct EEO investigations, prepare findings, and recommend corrective action consistent with regulations and Authority policy.
  • Strong analytical skills with the ability to interpret statistical data and prepare reports for federal and state oversight agencies.
  • Excellent written and verbal communication skills, including the ability to prepare clear and concise correspondence, reports, and presentations.
  • Proficiency in Microsoft Office Suite and database management systems used for compliance reporting.
  • Ability to establish and maintain effective working relationships with internal staff, contractors, regulatory agencies, and community partners.
  • Strong organizational skills and attention to detail.
  • Ability to handle confidential and sensitive information with discretion.
  • Ability to work independently and exercise sound professional judgment.
  • Graduation from an ABA accredited law school with a Juris Doctor degree and a minimum of five (5) years of professional experience pertaining to the public sector, governmental law, DBE, MWBE, EEO compliance, or related compliance program administration.

Nice To Haves

  • Experience conducting EEO investigations, preparing regulatory reports, and developing policy documentation is preferred.
  • The ideal candidate will possess prior legal experience with a public sector/governmental entity.

Responsibilities

  • Assists in administering the Authority's DBE and MWBE programs in accordance with applicable federal, state, and local regulations.
  • Monitors compliance with the U.S. DOT DBE Program (49 CFR Parts 23 and 26) for all federally funded projects.
  • Collects, organizes, and maintains accurate DBE-related data and prepares required reports for the Federal Transit Administration (FTA) and other oversight agencies.
  • Provides technical assistance to businesses seeking DBE/MWBE certification or participation in Authority projects.
  • Prepares periodic statistical and narrative reports reflecting DBE/MWBE program activity and performance.
  • Assists in internal audits and compliance reviews to ensure ongoing program effectiveness.
  • Monitors and reports on contractor EEO compliance and assist with workforce utilization reporting.
  • Supports the implementation and monitoring of the Authority's EEO Program to ensure compliance with Title VII of the Civil Rights Act, and related federal and state regulations.
  • Conducts and/or assists in investigations of internal EEO complaints involving alleged discrimination, harassment, or retaliation; prepares summaries, findings, and recommended corrective actions.
  • Gathers and analyzes data for workforce utilization reports and assists in preparing federal and state EEO reporting, including FTA Triennial Reviews and other compliance submissions.
  • Assists in developing and maintaining EEO, harassment, and non-discrimination policies and procedures to ensure consistency with current laws and best practices.
  • Coordinates with Human Resources and Legal on EEO-related issues, data requests, and investigations.
  • Maintain confidential records of investigations, complaints, and reports in accordance with record retention and privacy standards.
  • Performs other duties as assigned.
