About The Position

The Arizona Superior Court in Pima County’s Juvenile Court is seeking a dynamic and value-driven leader with exceptional leadership and interpersonal skills to manage the Court Appointed Special Advocate (CASA) program. Hiring Range: $63,544-$69,909 Range Explanation: Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Internal promotional increases are determined at the time of offer. Distinguishing Characteristics: Under the direction of the Director of Court, Children, and Family Services, the incumbent manages the Court Appointed Special Advocate (CASA) Program’s services, personnel, operations, administration, and activities in the achievement of Pima County Juvenile Court's mission, vision, and values. This is a court classified position and reports to the Director, Court, Children, and Family Services. The incumbent performs under limited supervision and manages a staff of professional and paraprofessional employees.

Requirements

  • A bachelor’s degree in business or public administration, or a related field, and five years of relevant professional work experience to include at least one year of experience in a supervisory or lead role; OR any equivalent combination of experience, training and/or education approved by Human Resources.
  • Knowledge of: The principles, practices, methods and techniques of effective program administration and management.
  • Applicable federal, state, and local laws, rules, and regulations governing the judiciary, and dependency proceedings.
  • Court structures and organizations, functions, performance measures, and services.
  • Accounting, mathematics and statistical methods and procedures.
  • Strategic planning principles and practices.
  • Skills and abilities: Plan, organize and direct large complex administrative services.
  • Analyze and implement requirements.
  • Analyze and interpret operational efficiencies, difficult program and organizational problems, and present solutions clearly and concisely.
  • Establish and maintain effective working relationships with others.
  • Communicate effectively, both orally and in writing.
  • Communicate effectively with staff employees, court administration and management, judges, government and community agency representatives, community leaders, administrative office of the court officials, and the general public.
  • Proficient skills to operate a computer and work with Microsoft office software to include outlook, word, excel spreadsheets and electronic databases.
  • Work with and maintain the confidentiality of court related information.
  • Work independently and under pressure.

Responsibilities

  • Leads and manages the development, implementation, and administration of the goals, objectives, policies, procedures, work standards, services, and activities for the CASA Program.
  • Manages and evaluates the recruitment, selection, training, goal setting, work, and performance evaluation of employees in the CASA Program.
  • Oversees the daily operations of the CASA Program.
  • Develops, implements, and updates policies and procedures to meet best practice standards, for more efficient operations, and comply with the requirements of all governing federal, state, and local laws, rules, regulations, policies, and procedures.
  • Identifies and evaluates funding and grant opportunities.
  • Develops, implements, and manages procurements, contracts, agreements, and/or grant processes.
  • Develops and maintains professional relationships with the Arizona regulatory CASA authority and the local CASA Support Council.
  • Participates in planning, writing, editing, and submission of comprehensive reports as required by grant and other funding or legal regulatory authorities, and for internal, regular program evaluation.
  • Develops, monitors, and administers budgets and expenditures as assigned.
  • Participates in operational reviews, audits, and program evaluation.
  • Ensures timely and accurate data collection, analysis, and evaluation.
  • Reports outcome data and trends regularly to Director, and as required.
  • Participates in the development, implementation, and enhancement of databases, automated programs, and process improvements.
  • Essential member of the Division Leadership Team.
  • Participates in the planning, implementation, and achievement of Division goals, objectives, programs, and services.
  • Prepares and delivers clear, concise, and effective written and oral presentations.
  • Maintains awareness of current issues, research, regulations, and best practices relevant to the Program, Division, and Court.
  • Collaborates with, builds working partnerships with, and assists in training opportunities for community leaders, government officials, attorneys, professionals, other agencies, and community groups to manage the program, promote public safety, and improve the lives of children and their families.
  • Attends professional conferences/trainings as assigned.
  • Participates in and/or leads Division and court-wide projects as assigned.
  • Performs other related projects and duties as assigned.
