The Manager of CORE Systems & Identity Operations is responsible for providing direction and guidance to the CORE Systems & Identity staff. The incumbent will maintain the security and integrity of communication infrastructure systems and cybersecurity systems, as defined in Section 117.001(2) of the Texas Business and Commerce Code; manage a team of professional Site Reliability and System Engineers while overseeing activities associated with a complex IT infrastructure environment; oversee the maintenance, security, and performance of CORE systems, applications, cloud, software, and identity management services; and plan, coordinate and lead CORE systems projects, initiatives, and testing. This position will proactively work with the CORE Systems & Identity team, IT staff, members of TRS' executive and leadership team, and agency employees.

Requirements

  • Bachelor’s degree from an accredited college or university in computer science, information technology, or a closely related field.
  • High school diploma or equivalent and additional full-time experience in information systems, telecommunications, computer operations, or related experience may be substituted on an equivalent year-for-year basis.
  • Must have the ability to maintain the security and integrity of communication infrastructure systems and cybersecurity systems, as defined in Section 117.001(2) of the Texas Business and Commerce Code, and:
  • Seven (7) years of full-time directly related, progressively responsible experience in IT Infrastructure and Operations or related experience.
  • Three (3) years of experience coordinating, leading, or supervising the work of others, required.
  • Experience may be concurrent.
  • A master's degree or doctoral degree in a closely related field may be substituted on an equivalent year-for-year basis.

Nice To Haves

  • Experience implementing and/or managing one or more of the following: Microsoft Windows Server, Active Directory, Okta IAM, Microsoft Office 365 Platform including Exchange and SharePoint Online, Microsoft System Center Configuration Manager and/or Intune, application management, automation techniques and process improvement.
  • Experience leading large technology projects.
  • Knowledge of: Microsoft M365, Windows Server, and Active Directory.
  • Knowledge of: Network diagnostic, monitoring, and alerting software and techniques.

Responsibilities

  • Consults with the IT development teams on application design issues as they relate to performance.
  • Coordinates with other IT staff to maintain network security and to ensure a fully integrated information systems environment.
  • Directs the evaluation of various technologies and resources for acquisition and to identify strengths, weaknesses, and potential benefits to the agency.
  • Ensures adequate availability, capacity, and performance, of agency Infrastructure.
  • Oversees the monitoring and metering of agency infrastructure to provide a solid, high-performing computing foundation for enterprise systems and applications.
  • Participates in the change management process, providing program oversite and process improvements, as necessary.
  • Plans and coordinates the selection, integration, installation, and maintenance of CORE Systems and Identity infrastructure including systems, applications, infrastructure services, cloud, and identity access and management services.
  • Provides delivery and oversite of key infrastructure components and applications including but not limited to Office365, Identify and Access Management, Endpoint Infrastructure, Security, and various third-party application support.
  • Reviews and finalizes budget recommendations for areas of responsibility.
  • Supervises the maintenance of the operating system and security software utilized on the network, including the User Provisioning and Identify and Access Management processes.
  • Supports the development, maintenance, and testing of the agency's disaster recovery plan.
  • Assesses training needs of team members and arranges for and provides training, coaching, and technical assistance.
  • Ensures compliance with applicable federal, state, agency and department policies, procedures, rules, and regulations.
  • Implements policies, processes, procedures, automation, and controls to consistently deliver high-quality service in a cost-effective manner.
  • Manages and enhances the processes for service management and delivery in collaboration with key stakeholders across IT and business units.
  • Manages the CORE Systems & Identity Operations staff, developing a flexible, proactive, high-impact team, including direct supervision, performance evaluation, and hiring staff.
  • Plans and prioritizes infrastructure projects and initiatives, driving the evaluation, deployment, and management of forward-looking solutions to deliver automated, scalable, and reliable outcomes.
  • Provides direction, monitors teamwork loads and work processes, and takes corrective actions as needed to ensure that all CORE Systems & Identity are covered, and productivity, customer service, and quality goals are met.
  • Provides training and technical assistance to agency staff on the maintenance and operation of hardware and software.
  • Responsible for operations and delivery of CORE Systems & Identity infrastructure services.
  • Utilizes the procurement process to purchase necessary software and hardware for the CORE infrastructure stack, along with the procurement, contract management, and payable process.
  • Performs related work as assigned.
