As a Manager, Contingent Workforce (SOW) at RXO, you’ll be accountable to lead and optimize the Statement of Work (SOW) labor category with a strong focus on our IT portfolio. This role owns the end-to-end governance, execution, and optimization of IT SOW engagements and serves as a strategic advisor to business and technology leaders on effective procurement models. This individual will partner closely with IT, Strategic Sourcing, Legal, Finance, and Talent Acquisition to drive supplier performance while ensuring contingent labor solutions are cost-effective, compliant, scalable, and aligned to business outcomes. Please note, this is a fully onsite role, Monday through Friday, based at RXO’s Headquarters located at 11215 N Community House Rd, Charlotte, NC 28277.

Requirements

  • Bachelor's degree or equivalent related work or military experience
  • 5+ years of experience in contingent workforce vendor management, technology procurement or managed services.
  • Experience managing a Vendor Management System (VMS).
  • Knowledge of contingent labor regulations (e.g., co-employment, worker classification).
  • Proven ability to manage complex SOW engagements and vendor relationships (specifically IT)

  • Excellent communication skills to partner and deal effectively with individuals and groups within and outside the organization

Responsibilities

  • Program Management: Design, implement, and manage the contingent workforce strategy, ensuring alignment with organizational goals.
  • Vendor Management: Build, manage relationships, and optimize performance with SOW suppliers.
  • Compliance: Ensure adherence to labor laws, internal policies, and drive proper classification standards (e.g., W2, 1099, SOW).
  • Strategic Workforce Advisory: Partner with IT and business leaders to understand resource needs and project objectives. Advise leaders on the appropriate procurement model (Staff Augmentation vs. Managed Solutions / Outsourced Services)
  • Operational Efficiency: Drive metrics and KPIs to measure the effectiveness and cost-efficiency of the contingent workforce program. Identify areas for improvement.
  • Stakeholder Collaboration: Act as the primary point of contact for IT contingent workforce strategy and SOW labor engagement. Collaborate with Strategic Sourcing, Legal, Finance, and TA to streamline processes and reduce cycle times. Educate leaders on best practices, SOW structures, and risk considerations.
  • Technology Management: Review technology landscape and vendor management systems capabilities to create the technology roadmap for this labor category.
  • Budget Oversight: Track spend and provide regular reporting to leadership on cost savings, headcount, and supplier performance.
