The Manager of Construction Services is responsible for planning and execution of electric infrastructure construction through utilization of contract resources including transmission line, distribution line, communications and substation projects. Essential Functions Works across internal and external departments supporting T&D construction needs. Understand and enforce OSHA/NWIBRT/NIPSCO Life Saving Rules and safety requirements. Work with outside construction vendors, contractors, equipment and system vendors and other potential project stakeholders to understand and execute the construction perspective of capital projects. Work with external trade unions to understand the labor workforce needs and rules. Have a working knowledge of the National Maintenance Agreement Policies (NMA) Define the resources required to effectively complete the projects assigned. Assure compliance with construction/engineering standards and codes. Participate in the business planning and Asset Management processes/tools (ICPP, Copperleaf, SAP, PMT) to ensure that utilization of the company assets are maximized. Provide guidance and timely, relative and quantifiable information to the project manager and department managers in order for balanced decision-making with regards to project risks and execution. Maintain industry, regulatory and economic knowledge in order to ensure alignment of corporate strategies with the current business environment. Display leadership and support to provide a safe work environment. Support Project Management and Major Projects as directed. Provide system support during storms or other system emergencies. Provide RMAG Mutual Assistance support across the company and other utilities as needed. Approve and communicate any work plan modifications, ensuring resources are efficiently utilized and that internal O&M impacts are minimized. Ensure compliance with all legal, environmental, permitting, and quality assurance standards related to construction activities. Develop contractor sourcing strategy (T&E rates, unit rates, term agreements, firm project bids), standard contract templates, performance metrics, KPIs and on-boarding. Focus on safety culture within organization. Ensuring contractor partners have the right leadership that sets the expectations downward, crew leadership values the detail in execution plans and craft hold true to those values. Driving plan detail to the point of failing safe if situations arise. Continue to drive efficiencies within the organization by finding process and/or system improvements and communicating these ideas to Director and peer leadership.
