About The Position

The Court Programs Division (CPD) is part of the Office of the State Court Administrator within the Oregon Judicial Department (OJD). CPD develops, implements, and evaluates programs for statewide application in the courts and for use by the public and government stakeholders. Programs are aimed at providing consistent and accurate information and tools to help navigate the court system, improving effectiveness and timeliness in the operating procedures of the courts, and supporting access to justice by eliminating barriers. CPD is responsible for strategic planning, data analysis and application, and performing high-level liaison work to develop policies and procedures to implement laws affecting court operations statewide. Requirements

  • Bachelor’s degree in public or business administration, management, social services, human resources, criminal justice, or a related field.
  • At least five (5) years of progressively responsible leadership experience.
  • Any combination of education and experience equivalent to nine (9) years of experience.

Responsibilities

  • Manage treatment court, behavioral health, pretrial release, and general criminal programs.
  • Oversee the design, development, and implementation of new criminal and behavioral health programs.
  • Ensure compliance with existing laws, rules, policies, and procedures.
  • Develop new policies and procedures for criminal and behavioral health court operations statewide.
  • Direct staff in the collection and analysis of court statistics.
  • Draft and approve forms, instructions, and training materials.
  • Train, motivate, coach, and mentor a team of legal policy advisors, analysts, and administrative staff.
  • Assign and review work, provide feedback, and determine the team’s training needs.
  • Manage performance, resolve staff complaints and conflicts, and provide awards and discipline.
  • Process timesheets, leave requests, and other personnel matters using Workday.
  • Track protected leave and ensure adequate coverage during staff absences.
  • Assist in screening applications, conducting interviews, and making hiring decisions.
  • Collaborate with various stakeholders to improve the efficiency and effectiveness of the criminal legal system.
  • Represent CPD and OJD on work groups and task forces.
  • Respond to questions, analyze proposed legislation, and draft and review fiscal impact statements.
