About The Position

This position is in the Revenue and Disbursement Group (RDG), Financial Operations Center (FOC), Office of Managing Director (OMD), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid . THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 grade leve l in the Federal service. For this position, specialized experience includes the following: 1. Experience providing advice and guidance on financial management issues involving the application or tailoring of travel and purchase card program methods, procedures and projects. 2. Experience overseeing, directing and/or coordinating a wide range of travel and purchase card activities and projects. 3. Experience conducting in-depth studies and analyses to identify weaknesses to eliminate or to reduce the risk of errors or fraud. 4. Experience developing policies to administer proper application of the control systems to produce maximum benefits and results to control expenditures, prevent; and, deter fraud, waste and abuse. 5. Experience performing analysis and advisory work related to the effectiveness and management efficiency of the Government Travel, Purchase and Fleet Card programs. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Subject matter experts will review your application to determine if you meet the following required Knowledge, Skills and Abilities (KSA's): Comprehensive knowledge of the laws, policies, regulations and precedents governing financial administration and/or budgeting, the Government Travel, Purchase and Fleet Card program management to include the Travel Regulations. Expertise and skill in providing complex advice and guidance to the Chief of RDG, FCC senior officials as related to the Travel, Purchase and Fleet card programs, which includes establishing and implementing corrective actions to prevent fraud, waste and abuse of funds and resources; interpreting, applying and implementing complex rules and regulations that impact the agency's programs; in developing options and recommendations to improve operating procedures. Skill in preparing clear, concise written drafts, final reports (which involve insensitive findings, controversial and significant policy changes; financial documents, congressional testimony reports, policy papers, decisions, options and recommendations on program issues; and, documents to defend policy statements and decisions. Mastery knowledge of financial project and business management principles, practices, policies and procedures to manage agency-wide projects and/or activities and work/participate with senior management involved in balancing conflicting interests of extreme intensity (e.g., resulting from the undetermined potential for future applications of the programs) and resolving public and political controversy. Comprehensive and authoritative knowledge of the telecommunications industry to resolve issues and problems involving legislation, authorities resulting from intense Congressional interest or national interest in telecommunications services (i.e., as it relates to incumbent's management and oversight of the government's travel, purchase and fleet card programs and activities). Requirements

  • Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 grade leve l in the Federal service.
