JOB SUMMARY: This is professional budgeting and management analysis work of an intermediate level in a policy oriented central staff. Under general supervision, an incumbent in this classification is responsible for the performance of complex budgetary analyses and for conducting management/operational studies.  Work requires considerable independent professional judgment in resolving problems and developing new budgeting and operational procedures as needed.  Work involves frequent contact with employees and departmental officials on matters relating to budgeting and is subject to review by an administrative superior.

Requirements

  • Bachelor's Degree from an accredited college or university in business, accounting, public administration or a related field; and at least one (1) year of responsible professional experience in budgeting, accounting, auditing, or in performing related fiscal or management analysis work.
  • Intermediate or higher-level proficiency in Microsoft Excel and Office Suite required.
  • Valid Driver's License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record
  • Knowledge of the principles and practices of governmental budgeting and accounting.
  • Knowledge of the operating departments normally found in a municipality and their budgeting requirements.
  • Knowledge of program evaluation, management science and policy analysis techniques.
  • Knowledge of business office practices and procedures, computerized budgeting and accounting systems.
  • Skill in applying professional budgeting principles and implementing standards for operating departments to follow.
  • Skill in communicating clearly and concisely both orally and in writing.
  • Skill in using computer-based spreadsheet/word processing software.
  • Ability to conduct, analyze and resolve complex fiscal, operational, and policy problems.
  • Ability to establish and maintain effective working relationships with co-workers, management officials and the public.
  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

Nice To Haves

  • Master's Degree in a job-related field and at least one (1) year of relevant government experience.

Responsibilities

  • Oversees and coordinates the budget of various City departments and divisions; assesses financial impact, policy implications and operational needs.
  • Consults with department and/or division heads to ensure adjustments and transfers are made in accordance with program changes in order to facilitate long-term planning.
  • Assists departments with budget submittals and analyzes all budget requests for completeness and conformance with procedures, regulations and prevailing policies, quality control, impact on and/or duplication with other departments, and inclusion of City Commission priorities.
  • Analyzes the need for budget amendments and carry forward requests
  • Assists in the maintenance of proper budgetary controls; prepares special financial and budget reports; and participate in a wide variety of related complex special assignments and projects; and makes recommendations for budget revisions.
  • Prepares forecasts for revenues and expenditures.
  • Identifies resources and offers resolutions for over-budget scenarios.
  • Conducts surveys, analyzes survey data, and presents survey results.
  • Controls positions and handles staffing management.
  • Attends budget-related meetings.
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
