About The Position

George Consulting is seeking a Management Analyst to support NIPO at the Washington Navy Yard. The Management Analyst responsibilities will include, but are not limited to: • The IPO-06 team provides Navy IPO the technology solutions’ support to Security Cooperation systems, by assessing enterprise-wide SC systems, data and processes to enhance and streamline business processes. • Should have an analytic background, able to synthesize and make assessments regarding trends and recommend actions from thorough analysis. • Should have a process improvement / business process engineering background able to make effective recommendations to improve efficiency. • A general understanding of Foreign Military Sales (FMS) and Building Partner Capacity (BPC) programs and roles and functions of the DoD SA/FMS process is desired. • Support DoN and DoD security cooperation, security assistance and foreign military sales assessments, staff organization, and administrative requirements. • Analyze BPC planning, administration, management, logistics, training, and financial matters for policy, program, and performance recommendations. • Routinely assess overall BPC program status and provide advice on progress and relevant timelines. • Provide advice, analysis, coordination, and prepare technical papers regarding strategic goals, meetings and symposiums, and conferences. • Through continuous process improvement, identify sources of friction or barriers and provide timely recommendations to management. • Provide advice, analysis, counsel, coordination, and prepare technical papers regarding strategic goals, protocol issues, meetings and symposiums, and conferences. • Support technology solutions related to data calls. • Develop various reports and presentations for meetings. Annotate such efforts in the monthly report. • Attend and maintain minutes for FMS enterprise activities and high-level meetings for IPO-06. THIS POSITION REQUIRES THE ABILITY TO OBTAIN AN ACTIVE DEPARTMENT OF DEFENSE SECRET SECURITY CLEARANCE.

Requirements

  • Bachelor’s Degree with 10 years’ relevant experience in areas and assignments such as support in the improvement and automation of processes, assessing enterprise-wide systems and processes to enhance and streamline business processes and BPC.
  • Familiarity in multiple business process improvement systems and processes (Theory of Constraints, 5S, Lean, Six Sigma, Get Real Get Better). Black Belt in Six Sigma preferred.
  • Experienced in statistical analysis and root cause analysis.
  • Experienced in leveraging Big Data / AI Tools for analysis and visualization, crafting recommendations and providing business insight.
  • Excellent communication skills
  • Skill in crafting presentations to senior government decision makers
  • Familiarity and/or Experience with BPC
  • Willingness to be on-site at Washington Navy Yard (WNY) 5 days per week, and travel to other government offices, including DSCA, OSD and echelon 2 and 3 activities; Occasional travel to support mission.
  • Ability to identify sources of friction or barriers through continuous process improvement, and experience providing timely recommendations to management.
  • Five additional years’ experience can offset the Bachelor’s Degree requirement (total of 15 years of relevant experience).
