The City of Avondale has an opportunity for a Management Analyst in the Engineering Department. This is a FLSA exempt, full-time position with benefits. The hiring range is $72,658.67 - $90,823.34, which is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, and/or training. The role involves providing excellent customer service internally and externally while assisting with professional-level technical and administrative support to the Engineering Department. The analyst will support division managers and the department director, take initiative, meet deadlines, and work as a team within the division. Responsibilities include assisting the Engineering Senior Management Analyst with department operating and capital budgets, reporting, requests for procurement and legal services, contracts, asset management, websites, software, fiber contracts, and managing workflow for plan review. The position also involves providing leadership to the administrative staff in the absence of the Senior Management Analyst and evaluating and enhancing the department's technical and administrative processes.

  • Reviews invoices, purchase order requisitions, and modifications closely with department staff to manage inventory, audits, purchasing, federal funding and grants.
  • Completes research and analysis on a variety of specialized projects as assigned (Asset replacement, Accela software, fee schedule, and budget).
  • Monitors contract terms to determine if/when contracts are due to be renewed and works with administrative and procurement staff to renew, including receipt of bonds and insurance.
  • Recommends and drafts administration division written procedures for consideration through the supervisory chain of command.
  • Writes, coordinates, and organizes standard operating procedures for the department.
  • Assists in developing and updating policies and procedures related to asset management.
  • Coordinates, receives, responds to, and resolves citizen requests for information, inquiries, concerns, complaints, and problems about City and department programs.
  • Manages Accela, AviWise, and BlueBeam upgrades and software changes.
  • Manages project workflows and guides developers, design professionals, and staff through the application plan review process.
  • Supports the department and administrative team with requests for service from the public, and participates in public participation programs, social media requests, and customer service initiatives.
  • Proactively works with others to resolve difficult and sensitive inquiries, complaints, and requests for services from citizens, developers, architects, engineers, applicants.
  • Assists with department financial administration to ensure staff are operating within the required budgetary limitations.
  • Completes in-depth research and analysis on a variety of specialized projects as assigned.
  • Assists with developing systems and procedures to lower operating costs or increase efficiencies.
  • Assists with Department data management, offering suggestions for improving shared drives and filing standards.
  • Bachelor's Degree in Public Administration, Accounting, Business Management, or a related field.
  • Two (2) or more years of progressive responsibility working in a municipal government setting.
  • Experience supporting the goals of municipal administration, developing, and managing department and division budgets.
  • Experience with general contracting and procurement processes.
  • Experience with developing department administrative and fiscal management policies/procedures.
  • Ability to perform college-level math and statistics, including addition, subtraction, multiplication, division, percentages, financial formulas, statistical calculations, and projections.
  • Highly organized with the ability to execute multiple tasks.
