Purpose and Scope Delivers at a high level of competency in criminal investigation. Assesses and performs analysis on data, and prepares data to facilitate the criminal investigation function. Responsibilities require understanding of both theory and practice. Manages Lieutenant and Sergeants. Maintain accountability and oversee all expenditures for the operational budget of Security. Essential Job Functions Manages shifts or squad of sworn officers and/or civilian personnel performing security, law enforcement, and support duties under his/her command. Collaborates with Directors and other District staff to develop short and long-range plans for assigned program or functional area. Assumes command, responds to, and investigates all critical incidents, emergency situations, and administrative complaints to conduct preliminary investigations, as well as completes all reports, statements, documentation, and evidence gathering necessary to reach a conclusion and refer to the Department of Labor Relations, when needed. Coordinates and conducts presentations of operational strategic plans to all State and Federal Law Enforcement Personnel on incidents/community crime activity, that could potentially spill over into the school environment. Evaluates and conducts performance evaluations and disciplinary reports on all direct reports, based on district guidelines and takes appropriate action. Directs school administrators with information as it relates to the Laws of the State of Tennessee when situation occurs during and after school hours. Prepares, defends, proposes and monitors budgets and completes paperwork and reports as required to the Director of Safety and Security. Directs, observes, and evaluates personnel and equipment resources in the performance of their duties to ensure effective and efficient use of personnel and equipment and compliance with departmental regulations, policies/procedures; as well as state, local and federal laws. Provides leadership, guidance, and assistance to personnel under his/her supervision in the areas of career development and individual achievement. Identifies and analyzes problems and recommends solutions to management and staff. Manages and conduct professional development annual training for all personnel within the Security Department based on State of Tennessee guidelines and POST requirements. Interacts and communicates verbally and in writing regarding security and law enforcement issues and concerns. Performs other related duties as assigned or directed.
