Performs highly advanced (senior level) managerial work overseeing daily operations and activities of curriculum development for Long-term Care Regulation. Oversees goals, planning, and implementation of curriculum development function for all Long-Term Care Regulation (LTCR) programs. Provides consultation and coordination to program management staff in LTCR, including regional directors and leadership, regarding curriculum and organizational development. Oversees development and implementation of statewide surveyor and provider curricula, coordinating with regional, state office, and federal government staff. Oversees implementation and maintenance of LMS platforms for both internal staff and external stakeholders. Oversees accurate, consistent, professional content development. Reviews and evaluates applicable training materials and proposes new content development and oversees the strategic planning process. Performs all tasks associated with direct supervision of staff, including hiring, assignments, performance monitoring/feedback/ evaluations, tracking time and leave, staff development planning and implementation, consistency initiatives, and other personnel activities. Ensures effective communication with stakeholders in other areas of HHSC and the federal government.

Requirements

  • Knowledge of local, state and federal rules, regulations and procedures relating to long-term care programs.
  • Knowledge of adult education principles.
  • Knowledge of group process, group dynamics and interpersonal relations, including meeting facilitation.
  • Skill in project oversight and project management methodologies
  • Skill in communicating tactfully with leadership and staff in high profile situations.
  • Skill in communicating with internal and external stakeholders, both written and oral.
  • Ability to manage administrator roles within Learning Management Systems.
  • Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to provide concise reports when asked; and to develop and evaluate complex materials.
  • Ability to evaluate objectives, requirements, and effectiveness of materials.
  • Experience in a supervisory role required
  • Experience working in and managing Learning Management Systems required

Nice To Haves

  • Experience managing professional projects preferred
  • Experience in designing and developing curricula focused on policies and procedures of regulatory agencies, preferred

Responsibilities

  • Oversees curriculum development for all LTCR program areas, including providing direction and leadership in the development, implementation and evaluation of training materials.
  • Oversees the functionality and productivity of LMS platforms in tandem with neighboring RSD divisions.
  • Collaborates with regional and state office leadership, training teams and others to assess curriculum development needs, respond to requests, develop goals and objectives and devise solutions to problems and needs.
  • Leads strategic planning and goal setting activities.
  • Provides leadership and oversight of curriculum development to ensure a learner-centered, business needs driven curriculum is developed.
  • Ensures quality and consistency of instructional materials through developing individualized mentoring and staff development plans, developing and providing staff development and training, and providing individual coaching.
  • Ensures accountability of staff through evaluation and feedback.
  • Provides direction and oversight in the development and implementation of curriculum development goals and objectives, policies, protocols and training initiatives for LTCR.
  • Leads strategic planning process for establishing program goals and objectives.
  • Establishes unit goals and communicates those with staff, establishing clear expectations.
  • Works collaboratively with state office and regional leadership and training teams to establish plans, goals and vision.
  • Supervises staff workloads and project timelines, ensuring staff assignments reflect department expectations.
  • Ensures assignments are distributed appropriately and accountably and that identified needs are met.
  • Professionally and effectively represents LTCR in committees, meetings, and conferences, and supports the Regulatory Services program by responding promptly to information requests and preparing written reports.
  • Represents CAT at meetings with external stakeholder groups, LTCR staff, and other areas of HHSC.
  • Attends and presents at LTCR events and meetings.
  • Performs other duties as assigned.
