About The Position

PURPOSE: Provides community contact for consumers of long-term care services; establishing cooperative relationships with the staff and administration; monitoring the quality of care provided; informing clients and staff about the Resident's Bill of Rights and advocating for these rights. Essential Functions of the Ombudsman Specialist: 1) Inform the public of the Ombudsman Program and the rights of long-term care residents through public presentations. 2) Provide ombudsman services in a manner consistent with federal and state requirements and local program procedures. 3) Act as an advocate for long-term care resident rights and quality care in the long-term care delivery system. 4) Monitor the long-term care service delivery system and make appropriate recommendations for improvement. 5) Maintain accurate records and reports as required. 6) Empower consumers of long-term care services and their families by making sure they understand consumer rights. 7) Develop cooperative relationships with clients and providers. 8) Follow the Complaint Handling Procedure of the program regarding long-term care concerns voiced by consumers of long-term care services. 9) Participates with establishing and reviewing policies and procedures. 10) Participates with QA of core and optional services. 11) Participates in the development and implementation of the Ombudsman Plan. 12) Participates in developing strategies for raising funds to meet additional resource needs. 13) Attend the Statewide meetings and the Ohio Association of Regional Long-Term Care Ombudsman meetings. 14) Provides support to other Area Agency on Aging program committees and workgroups to benefit ombudsman program and consumers. 15) Participates in training to maintain and improve job skills. 16) Assists with and completes special projects and activities as assigned. 17) Provide and promote excellent customer service to internal and external customers. 18) Performs duties with respectful communications & behaviors. 19) Maintains strict confidentiality of consumer information according to Agency policy. 20) Represents the Agency at community and special events as requested. Essential Functions of Volunteer Coordination: 1) Lead in the recruiting, screening, interviewing and training of new volunteers. 2) Assign appropriate volunteers, in consultation with the Program Manager, to nursing and long-term care facilities. 3) Provide ongoing supervision and training of current volunteers. 4) Provide assistance & consultation for volunteers, as needed and when requested. 5) Complete Volunteer Reports in accordance to program policies and procedures. 6) Provide ongoing communication and feedback to volunteers. 7) Assist in the planning and implementation of volunteer appreciation events. 8) Maintain case files for volunteers. Qualifications

Requirements

  • At a minimum, Bachelors Degree in Human Services, Health Services, Social Services or related field plus 2 years commensurate experience and/or education with in emphasis in consumer advocacy or related experience.
  • Must obtain and maintain Ombudsman Specialist Certification
  • Good oral and written communication skills, interviewing skills and problem solving skills.
  • Knowledgeable in Microsoft Word and Excel.
  • Ability to travel a multi-county service area and access private homes and facilities, which may not be readily accessible.
  • Capacity for developing effective relationships and the ability to understand and empathize with the concerns of the consumer of long-term care services.
