About The Position

Manage locally administered projects to include providing direction, oversight and guidance on locally administered project coordination matters to designated locally administered project coordinators. Provide leadership in promoting, planning, developing and managing programs and staff. Interpret and analyze policies, procedures and business processes and monitor program compliance. Provide technical guidance and problem resolution to internal and external customers. Provide strategic leadership and direction. Collaborate with VDOT leaders to plan, design, develop, implement and continually improve high performing programs that allow VDOT to accomplish its organizational goals and objectives. How you will contribute: Administrative Program Management: Assist in leading and directing activities for multiple programs. Ensure compliance with federal and state policies, procedures and business processes. Develop communications and documentation to support existing and future program goals. Budget Development: Develop, maintain and monitor budgets for assigned program areas. Analyze, track and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies. Communication: Answer and originate correspondence needed for documentation and guidance related to locality project development. Develop documentation for localities to manage their own projects. Coordinate responses from various VDOT sections to localities. Serve as a resource for localities. Encourage coordination between localities and VDOT. Provide information to localities in responding to their community on area transportation issues. Communication: Build and maintain strong partnerships with stakeholders. Communicate with stakeholders to provide appropriate and authoritative information and receive feedback on programs and business goals. Participate in standing and ad hoc committees, groups or public forums in order to represent and achieve VDOT interests. Investigate and respond to concerns from VDOT internal and external customers. Coordination: Coordinate communication between VDOT sections, Central Office, divisions and localities. Address VDOT's position and policies with locality officials and staff. Manage and encourage receipt of project information from localities. Provide guidance as localities increase their management of highway projects. Facilitate and participate in meetings with localities for project updates and support of the District. Develop Program Policies and Procedures: Work with leaders in developing policies and procedures ensuring program compliance with federal and state regulations and codes. Coordinate actions with other internal and external sources. Design and monitor training programs and materials to support program areas. Manage Resources and Business Functions: Manage resources and business functions effectively. Hire, develop and manage a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with agency policies and sound business practices to meet business goals. Project Management: Direct, oversee and provide guidance on locally administered projects. Develop and implement procedures to assist localities in managing projects during development phase. Apply methodologies to manage and facilitate project schedules, budgets, scope and processes. Communicate programmatic directives. Establish procedures for project coordinators for project development. Use dashboard performance measures, including cost estimating, advertisement schedules and federal obligation strategies. Share project development and management issue with locality project managers. Review estimates for compliance with STIP and TIP. Facilitate project development meetings. Assist in the preparation of project administration agreements. Provide project development guidance to localities. Reimbursement: Review invoices sent by localities on locally administered projects. Knowledge of human resource management, business processes and strategic planning. Knowledge of managerial principles, organizational management and budget management. Knowledge of supervisory and human resources practices and principles, to include hiring, discipline, performance management and employee development. Skill in the use of computers and software applications. Substantial knowledge of transportation project development process, project integration on complex projects, and associated regulatory, finance and legal constraints.

  • Extensive experience managing projects in transportation engineering industry.
  • Professional Engineer's license and certification as a Project Management Professional.
