About The Position

Lead implementation and provide operational management for the proposed MaineCare-funded Lifespan Waiver and the assessment Supports Intensity Scale for Adults (SIS-A), providing end-to-end support and oversight for a statewide rollout. Coordinate cross-functional teams and communicate with internal and external parties, develop/maintain educational materials, operational standards, and regulatory guidance to ensure consistent statewide administration. Drive operational readiness through contract and vendor oversight, policy and procedure drafting, and coordination of information technology system updates. Coordinate with state/federal/community agencies to ensure service delivery; set priorities and plans to meet objectives. The successful applicant will have an equivalent combination of education, training, and experience demonstrating progressively responsible work in developmental disability services, including knowledge of applicable laws, rules, policies, and individual rights. The ideal candidate will have experience developing and implementing procedures and work plans; using data and quality improvement methods to strengthen service delivery and program effectiveness; The successful applicant will also demonstrate an understanding of budgeting and contracting concepts, strong written and verbal communication skills, and proficiency using standard computer tools (including Microsoft 365 and SharePoint) to track, analyze, and communicate program information and compliance documentation.

Requirements

  • A combination of education, training, and experience providing the equivalent of ten (10) years of progressively responsible professional experience in human services, disability services, or a closely related field
  • Demonstrated supervisory and team leadership experience, including coaching and performance management, to promote consistent practice and high-quality service coordination that respects the rights, choice, and dignity of people with disabilities.
  • Demonstrated experience implementing new programs and developing processes (e.g., assessor readiness, timelines, documentation standards, quality checks, and corrective action follow-up), using data to monitor performance, identify trends, and strengthen consistency and program effectiveness across regions/providers
  • Proven ability to work effectively across programs and with community partners, providing guidance and technical assistance as needed; interpreting and applying relevant policies and procedures; and supporting HCBS-aligned, person-centered access, compliance, and quality improvement.
